- The purpose of this synopsis is to notify interested parties that the USTRANSCOM Acquisition Directorate anticipates issuance of a solicitation to provide Air Terminal and Ground Handling Services (ATGHS) at Eielson AFB AK. ATGHS services will be provided for all US Government owned or operated aircraft, US sponsored foreign government or civil aircraft, Coalition Forces aircraft, commercial contract aircraft, and commercial tendered aircraft in support of the Defense Transportation System (DTS). The contractor shall facilitate on-time aircraft departures and maintain the ability to provide sustained ATGHS for a working Maximum on Ground capability of one wide-body aircraft or the equivalent thereof. Handling of classified information will require the contractor to have a facility clearance. The period of performance is 1 Oct 17 through 30 Sep 22, which includes four one-year option periods. This acquisition is 100% set-aside for small business; Size Standard - $32.5M; NAICS: 488119. A Request for Proposal will be available on www.fbo.gov on or around 15 Mar 17. No hard copies of this solicitation will be issued. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by USTRANSCOM/TCAQ. This procurement will be a competitive best value source selection. The Government will conduct a Past Performance Price Tradeoff source selection in which competing offerors' past performance will be evaluated on a basis significantly more important than cost or price considerations. Technical factors (staffing and implementation) will be evaluated on a pass/fail basis. A pre-proposal conference and site visit is tentatively scheduled for 4 April 2017 at Eielson AFB. In order to make the proper arrangements for the conference, the full name (last, first, middle initial) of your attendees (not to exceed 2 per company), their birth date, the last four of their Social Security Number, and Driver's License Number (State of Issue) need to be provided to Meggan Reinier and Wanda Huber via email (meggan.a.reinier.civ@mail.mil and wanda.l.huber.civ@mail.mil) no later than 4:30 p.m. CST on 21 Mar 17. Offerors not responding with this information in a timely manner may not be admitted to the conference.
