Description
Introduction The US Army Natick Research Engineering and Development Center (NSRDEC) in Natick, Massachusetts is issuing this Sources Sought synopsis as a means of conducting market research to identify potential sources that have the ability to repair, service and maintain Chemical Fume Hoods currently located in several buildings at NSRDEC. NSRDEC intends to award Blanket Purchase Agreements (BPA) to a number of qualified contractors with the required capabilities stated below. The period of performance for these BPAs is expected to be five years. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. Program Background There is a need for chemical fume hood repair, maintenance and preventive upkeep at the Natick Soldier Research Development and Engineering Center (NSRDEC) in Natick, MA. Currently, many chemical fume hoods are not functioning effectively; rendering them inadequate for use in research. These hoods have failed the certification process and need to be inspected, repaired, and certified immediately so that the mission can continue. There are holes in the ventilation systems that must be fixed. In addition, the duct work on the roofs of NSRDEC will need to be repaired and maintained. When the contractor is contacted, work must be completed within ten working days of initial contact by a Government representative. Requirements General Requirements - It is essential that the contractor possess a thorough understanding of chemical fume hoods and the safety considerations for operation. The contractor must have demonstrated knowledge and expertise in repairing chemical fume hoods and the use/repair of Cutler-Hammer (Eaton) IS903 Adjustable Frequency Drives. The contractor's primary focus shall be to: (1) The contractor shall be qualified, and licensed to service chemical fume hoods for laboratory/industry use. (2) The contractor shall maintain the chemical fume hoods in accordance with American National Standards Institute/American Industrial Hygiene Association Z9.5 Laboratory Ventilation (ANSI/AIHA Z9.5) Standard. (3) Conduct routine maintenance and upkeep of the working chemical fume hoods in Buildings 3, 4, 5, 16, 36, and 110 to prevent problems from emerging. Repair all of the failed hoods in Buildings 3, 4, 5, 16, 36 and 110 to full working order. The contractor shall supply all the necessary tools, parts, equipment, and personnel to achieve this requirement. (4) Examine, fix, and maintain the chemical fume hood duct work on the roofs of Buildings 3, 4, 5, 16, 36 and 110 to full working order so as to prevent any potential malfunctions of the duct work and the hoods that the duct work serves. (5) Be on call for potential services related to the routine maintenance, repair, and preventive upkeep of all the chemical fume hoods including chemical fume hood roofing duct work at NSRDEC. Specific Requirements - The contractor must be able to test the air flow and certify the hoods based on the ANSI/AIHA Z9.5 Standard which specifies an average face velocity of 80 to 120 feet per minute (fpm). The contractor shall: (1) Verify and repair air flow velocity of each fume hood (2) Inspect and repair exhaust blowers for each hood (3) Inspect and repair pulleys (4) Inspect and repair belts (5) Calibrate chemical fume hoods (6) Provide the replacement parts (Government representative can help facilitate this) (7) Clean and repair hood exhaust intake (as needed) (8) Repair (change indicator bulbs, alarm/status systems) adjustable frequency drives (Cutler-Hammer IS903) if relevant Eligibility The applicable NAICS code for this requirement is 811310. The Product Service Code (PSC) is J066. Submission Details Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 x 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the services listed in the Requirements section. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted in either Microsoft Word or PDF format via email to Michael Quinlan at michael.j.quinlan3.civ@mail.mil no later than 12:00 p.m. (EST) on 08 March 2017 and reference this synopsis number in the subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential to provide the required services, please provide the following information: 1) Name of company and point of contact, telephone number, address and email of Primary Points of Contact (POCs), business size (i.e. large business, small business, SBA certified HUBZone Business, Economically Disadvantaged Small Business, Woman-Owned Business, Service-Disabled Veteran-Owned Small Business). 2) Tailored Capability Statements addressing the Requirements of the notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capabilities, provide an estimate of anticipated subcontractor efforts. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside of the Government.
