- The U.S. Army Contracting Command - Aberdeen Proving Ground on behalf of The Assistant Secretary of the Army for Financial Management & Comptroller (ASA(FM&C)), intends to award a sole source contract under the statutory authority permitting Other than Full and Open Competition 15 U.S.C. 657f, Veterans Benefits Act of 2003, as implemented by FAR 6.302-5(b)(6), Authorized or Required by Statute and FAR 19.1406, Sole source awards to service-disabled veteran owned small business concerns. Award will be given to Turtle Reef Holdings, LLC, 1800 Diagonal Road, Suite 600, Alexandria, VA 22314. The proposed award will be for the continuation of services currently provided under the existing contract, W91CRB-15-C-0027, for a period of 12 months with one (1) twelve (12) month option period. No further similar acquisitions are anticipated as the Resource Management Tool is currently in brownout phase and is not expected to be required after 1 June 2019. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Interested parties may identify their interest and capability with regard to this requirement no later than 12:00 P.M. EST, 22 February 2017. All information submitted should support the offeror's capability to provide the services required, and shall be furnished at no cost or obligation to the Government. Responses must be IN WRITING and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. Responses may be submitted via e-mail if the total file size is less than 5MB.
