- Solicitation HQ0516-17-R-0013 The Defense Media Activity has a requirement to purchase brand name specific RED Camera. This requirement will be fulfilled by Authorized Resellers of RED and is set-aside for small businesses only. The Basis for Award is Lowest Price Technically Acceptable (LPTA). INSTRUCTIONS FOR OFFERORS The offeror's proposal must include all data and information requested by the RFP and must be submitted in accordance with these instructions. The offer shall be compliant with all the requirements as stated in the solicitation (to include terms and conditions, and representations and certifications). All offeror shall be registered in System for Award Management (SAM) prior to receiving an award. All questions shall be submitted by 22 February 2017 at 10:00am EST.
