Description
MIL SPEC MIL SPEC SOW Naval Surface Warfare Center Carderock division (NSWCCD) is conducting a sources sought to identify potential vendors/manufacturers to provide Odor Barrier Bags (OBB) that will meet the requirements of the Navy OBB (Drawing# M29597-TY2CL2SZD). Purpose of this Sources Sought: The purpose of this source sought is to identify potential sources (vendors and manufacturers) of qualified OBBs, including the company's business size classification. Responses to this sources sought will be used by NSWCCD to influence acquisition decisions which may include: use of sole source or competitive bid procurement process; small business set-aside (small business, large business, or small disadvantaged business) and which acquisition procedures are best suited for this procurement. OBB Requirement Background: NSWCCD's Pollution Prevention Code 634 provides technical support to the U.S. Navy submarine fleet's plastic waste management program, and seeks to identify vendor sources for the manufacture and supply of OBBs for use in the Fleet. The OBBs provide an odor barrier for the containment of food-contaminated plastic waste in shipboard applications where at-sea disposal of plastics is prohibited. There are no commercial equivalents that meet all of the physical and mechanical requirements necessary for this application. In use, filled bags are intended to remain aboard ship for prolonged periods of time in consonance with naval deployments. The OBBs shall meet the requirements of the Navy's OBB (Drawing# M29597-TY2CL2SZD), which is based on performance specifications for the Type II bags described in the Navy performance specification document MIL-PRF-29597C. The OBBs obtained through the sources sought will be evaluated with a First Article Inspection and tested at the Naval Air Warfare Center Aircraft Division, Lakehurst, NJ to determine if the bags meet the performance specification. Note: This is a development project, and NSWCCD is seeking a vendor/manufacturer that can provide OBBs with little or no modifications to existing drawings and specifications, and can meet all of the requirements of the draft Statement of Work (SOW). DRAFT Specification/SOW: A draft SOW is attached to this source's sought to assist vendors and manufacturers with understanding Navy's OBB requirements. Responses: Response's to this notice shall be submitted electronically and must be received no later than 16 March 2017. The page limit is 25 pages however laboratory reports and certification documents do not count towards the 25 page limitation. Point of contact, phone number, and E-mail address, •3. Cage number (if applicable) and DUNS number. •4. Company size e.g. small business, large business, or small disadvantaged business •5. Company capability statement to provide the OBBs and any exceptions to the SOW. This statement should include at a minimum the following: •a. Examples of past experience with manufacturing OBBs. •b. Experience providing OBB's to the U.S. Navy, foreign Navy's or Industry. Provide examples. •c. Expected time of delivery after contract award, include shipping to NSWC Carderock, W. Bethesda, MD 20817. •6. Independent quality inspection report, documenting proof of meeting the requirements of the Navy (Drawing# M29597-TY2CL2SZD).
