- IFB: AG-2B46-S-17-0010 Pre solicitation Notice THIS IS SET A SIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES who meet FAR 19.14 NAICS CODE: 238910 Site Preparation Contractors Size: 15 Mil Construction Magnitude Range: $1,000,000 - $5,000,000 Location: Randolph County, Missouri Property size: ± 788.5 Acres The work will consist of an earth construction contract to enhance wetland functions and restore wetland hydrology on a Wetland Reserve Program (WRP) Easement in Randolph County, Missouri. The proposed work on the WRP easement site located in Randolph County, Missouri includes removing existing berms/levees and water control structures that previously served as a commercial fish farm. Excavated material from these levees will be placed throughout the existing pools. New water control structures will be installed to control the water levels of all pools and to allow for drainage. Also, shallow water excavations will be constructed to provide additional aquatic habitat. All disturbed areas (except bottom of shallow excavation areas) will be seeded and mulched once final grading is completed. Estimated performance time is 149 work days from Notice to Proceed excluding non-work months. Out of a calendar year the months of November - May may be considered non-work months due to excessive wet conditions of the land. Bid, Performance and Payment Bonds will be required. The government intends to award a firm fixed priced contract subject to availability of funding. It is projected award to be the end of May or beginning of June 2017. After solicitation is posted, if there are any questions may be submitted to the contracting officer no later than 7 work days to the pre-bid conference call/meeting date. All questions and answers for this meeting will be posted with this solicitation prior to IFB response date.
