- DESCRIPTION: The Monongahela National Forest (managed by the USDA Forest Service) in West Virginia has a requirement to establish an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for fence construction. The Contractor will be required to furnish all labor, supervision, tools, equipment, transportation, supplies (unless otherwise designated), permits, licenses and incidentals necessary to construct barbed-wire and woven wire fences throughout the Monongahela National Forest in West Virginia. A detailed description of the requirements will be contained in the solicitation document. All deliverables must be in compliance with the terms, specifications, conditions and provisions of this solicitation and are to comply with applicable Local, State and Federal codes. LOCATION: Performance of fence construction and related services will be throughout the Monongahela National Forest. Areas could be located in any of the following areas: NORTH Cheat Ranger District ; Parsons, WV West Virginia Counties: Pendleton; Preston; Randolph; Tucker Potomac Ranger District ; Petersburg, WV West Virginia Counties: Grant; Pendleton; Randolph CENTRAL Greenbrier Ranger District ; Bartow, WV West Virginia Counties: Pocahontas; Randolph SOUTH Gauley Ranger District ; Richwood, WV West Virginia Counties: Greenbrier; Nicholas; Pocahontas; Webster Marlinton Ranger District ; Marlinton, WV West Virginia Counties: Greenbrier; Pocahontas; Randolph; Webster White Sulphur Ranger District ; White Sulphur Springs, WV West Virginia Counties: Greenbrier; Pocahontas INFORMATION FOR OFFERORS: Requests for Proposals (RFPs) are being requested in accordance with FAR Part 15 (Contracting By Negotiation) and Part 36 (Construction and Architect-Engineer Contracts). Award of multiple firm, fixed-price multiple year performance based service contracts are anticipated. The requirement is for a base period and an additional 4 (four) one-year option periods. Offerors should propose prices for as many contract line items as they can on the Schedule of Items for the base and all option periods. A minimum of $2,500 is guaranteed in the base period only. The maximum value for the base period and all option years combined will not exceed $500,000. SET ASIDE: This procurement is set aside 100% for Small Businesses. The NAICS code is 238990 - All Other Specialty Trade Contractors and the Small Business Size Standard is $15.0 million. CONTRACTOR QUALIFICATIONS: All offerors must have an active registration in the System for Award Management (SAM) database at the time of proposal evaluation. Registration in SAM may be completed on the Internet at www.sam.gov. This solicitation will ONLY be available electronically. All solicitation documents will be available for downloading from the Federal Business Opportunities website (www.fbo.gov) on or around March 3, 2017. Responsible sources may submit a proposal which, if timely received, shall be considered by the Agency.
