Description

The Federal Aviation Administration (FAA) is seeking competent and qualified contractors interested in providing offers for the replacement of a cracked insulated glass unit at the Luis-Munoz International Airport (SJU), Puerto Rico. This is not a Screening Information Request (SIR) or Request for Proposal (RFP). See Sections III and IV for documentation required to be submitted and evaluated to determine which vendors receive the solicitation. SECTION I REQUIREMENT SCOPE This project is for the replacement of a ATCT Cab Glass window at SJU, Puerto Rico. SECTION II- CONTRACT TYPE AND EVALUATION CRITERIA Award will be made to the responsive and responsible offeror whose offer results in the lowest total price. The North American Industry Classification System (NAICS) is 238150, Glass and Glazing Contractors. The small business size standard is $15 Million. This requirement is a Total Small-Business Set-Aside. SECTION III- GO/NO-GO SUBMISSION REQUIREMENTS a.Complete and return the Security Notice to Prospective Offerors (Attachment #1) b.Using the Past Experience form (Attachment #2), provide a listing of at least two (2) Air Traffic Control Tower (ATCT) cab glass projects, completed in Puerto Rico and in the past five (5) years, with contract values of at least $10,000. The offerors must have completed these cab glass projects and must have performed the work as the prime contractor. The information provided may also be used as part of the responsibility determination. Responses must be emailed to russell.rogers@faa.gov, no later than 5:00 PM (Central Standard Time) on February 23rd, 2017. Please place "Attention: SJU Cab Glass Go/No-Go Submission- [offeror company name] � in the subject line of your email. Requests received after this date and time may or may not be honored. Failure to submit all required information may or may not deem the request for solicitation as non-responsive. Requests for information must be emailed to russell.rogers@faa.gov no later than February 21st, 2016 at 5:00pm CST. Please place �Attention: SJU Cab Glass Request for Information � in the subject line of your email. Requests received after this date and time will not be honored. No telephone requests will be accepted. SECTION IV- EVALUATION CRITERIA AN OFFEROR MUST MEET THE FOLLOWING GO/NO-GO CRITERIA IN ORDER TO RECEIVE A SOLICITATION PACKAGE: Criteria �Go � Rating Standard (Standard is Met) 1.Sensitive Security Information Form:Submitted a completed and signed Sensitive Security Information Form (Attachment #1). 2.Past Experience Information:Using the Past Experience form (Attachment #2), provide a listing of at least two (2) Air Traffic Control Tower (ATCT) cab glass projects, completed in Puerto Rico in the past five (5) years, with contract values of at least $10,000. The offerors must have completed these cab glass projects and must have performed the work as the prime contractor. FAILURE TO SUBMIT ALL REQUIRED INFORMATION WILL DEEM THE REQUEST FOR SOLICITATION AS NON-RESPONSIVE. The information may be used as part of the responsibility determination. Those offerors receiving �Go � Ratings on all of the criteria will be issued a solicitation. NOTE: Contractors must have active registration in System for Award Management (SAM), formerly the Central Contractor Registration (CCR,) by the closing date of this �Go/No-Go Public Announcement �.
