- RESPONSES TO REQUEST FOR INFORMATION QUESTIONS For E-3 Airborne Warning and Control System (AWACS) – Block 40/45 Enterprise Performance Based Logistics (PBL) Response to Questions to RFI THIS IS NOT A SOLICITATION. IT IS A REQUEST FOR INFORMATION. In accordance with Federal Acquisition Regulation paragraph 15.201 (e.), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This is a Request for Information (RFI); there is no solicitation available. Requests for a solicitation will not receive a response. The Government will not reimburse participants for any expenses associated with their participation in this informational request. This is a request for market research information purposes only and does not constitute an Invitation for Bid or a Request for Proposal and should not be considered as a commitment on the part of the Government. Industry responses to this market research request are placed on notice that any information received by the Government does not ensure participation in any planned/anticipated future solicitations or contract awards. This RFI is requesting information and ideas from industry that have systems design, development, and sustainment experience in Command and Control (C2) mission systems, to determine what provides continued motivation for providing PBL support for the E-3 Airborne Warning and Control System (AWACS) Block 40/45 Enterprise. This Request for Information (RFI) seeks innovative approaches for sustaining the Block 40/45 Enterprise by providing PBL services encompassing the following product support elements: Product Support Provider (PSP), Contractor Inventory Control Point (C-ICP), Engineering Technical Services (ETS), and Non-Recurring Engineering (NRE).
