- PWS Clauses & Provisions Justification & Approval This is a combined synopsis/solicitation for commercial services prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA4877-17-Q-0127 is issued as a request for quotation (RFQ). This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2005-95, Defense Circular Number 20121222, and Air Force Acquisition Circular 2017-0127. This procurement is being issued as a small business set aside and with a Limited Source Justification and Approval (See attachment). The North American Industry Classification System Code is 481219 with a size standard of $15.0 Million or less. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. The contractor shall provide the following Contract Line Item Number (CLIN): CLIN 0001 - (QTY: 12 hrs) Airlift Services Period of Performance: 4-5 April 2017 & 22-23 August 2017. See projected days on attached PWS QUOTE MUST INCLUDE: The name of the company of the Air Carrier being used for the Airlift Services IAW with the attached PWS. SEE ATTACHED PWS FOR ADDITIONAL INFORMATION THE AIRLIFT PORTION OF THIS REQUIREMENT IS A LIMITED SOURCE REQUIREMENT IN ACCORDANCE WITH THE ATTACHED J&A SEE ATTACHED FOR ALL APPLICABLE CONTRACT CLAUSES AND PROVISIONS QUOTES WILL BE EVALUATED ON TECHNICAL ACCEPTABILITY AND LOWEST PRICE Any questions pertaining to this acquisition shall be submitted in writing no later than Tuesday, 21 February 2017 by 2:00 PM Arizona Local Time. Written questions shall be sent to Ms. Amanda Henderson at Amanda Henderson at amanda.henderson.2@us.af.mil and A1C William Luo at tianheng.luo.cn@us.af.mil. NO questions will be considered after the questions due date. Questions will be addressed no later than Wednesday, 22 February 2017 by 2:00 PM Arizona Local Time. It is the responsibility of the offeror to view the website for any changes or amendments to this RFQ. Quotes will be due to the 355th Contracting Squadron, 3180 S. Craycroft Rd. Davis-Monthan AFB, AZ 85707, via email Friday, 24 February 2017, 2:00 P.M, Arizona Local Time.
