- Map--Gavins Point Lawn Care Spraying (Attachment #2) Pesticide Application Record, Post-Application Documentation Form (Attachment #1) Solicitation This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. Project Description: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision and other items necessary to perform weed control, soil fertilization, and insect control throughout the lands administered by the U.S. Army Corps of Engineers (USACE) Gavins Point Project. Gavins Point Project is administered by USACE and is located approximately four (4) miles west of Yankton, SD. This is a fixed priced, performance based service contract where desired outcomes are defined and measured while contractor methods are generally not constrained or directed.
