- NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (ERAD), Norfolk Office, using the procedures in FAR Part 13, intends to award a sole source firm-fixed price contract as a logical follow-on to a previously awarded contract for the procurement and subsequent installation of office furniture necessary for the day-to-day administrative operations of the NOAA Office of Marine and Aviation Operations (OMAO), Aircraft Operations Center (AOC). NOAA/OMAO/AOC is required to relocate their command from MacDill Air Force Base to Lakeland Linder Regional Airport by June 30, 2017, with the relocation process beginning on May 1, 2017; however, construction of the relocation spaces at Lakeland Linder Regional Airport is not complete and will not be complete until late March. The furniture must be procured and installed at the relocated AOC before May 1, 2017; hence, time is of the essence that the furniture be installed before the actual relocation of personnel occurs but after the construction of all relocation spaces has been successfully completed. The North American Industry Classification Code (NAICS) for this acquisition is 337214, Office Furniture (except Wood) Manufacturing, with a business size standard 1,000 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 12:00 PM EST on February 21, 2017. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to James Rall at james.rall@noaa.gov by 12:00 PM EST on February 21, 2017.
