Description

The Department of Veterans Affairs, National Cemetery Administration, intends to issue an Invitation for Bid (IFB) To provide all labor, materials, tools, equipment and services to install all work shown on the plans and described in the specifications to repair roads, curbs, storm drainage and replace signage as shown in the drawings and described in the specifications. Work to be performed at FORT SMITH NATIONAL CEMETERY located at 522 Garland Avenue, Fort Smith AR 72901, includes but is not limited to: Scope of Work CLIN 1. The replacement of 10 pre-placed crypts. Crypts number 2 - 11 located in section 27 are to be replaced under this contract. This project includes removal and the disposal of the damaged crypts and installation of 10 new crypts that meet the drawings and specifications; Replace 400 Lf. of the wind damaged fencing and the damaged gate. This includes the necessary components and appurtenances; Replace 1,730 Sf. of the damaged asphalt paving with concrete. The new concrete shall be pitched to drain effectively and match the existing grade. Replace 3,220 Lf. of architectural precast concrete caps with new architectural precast caps. The existing fencing material shall be salvaged. Acquire six (6) new burial section markers. The section markers shall be given to the Cemetery Director at Fort Smith for installation by his staff; Acquire and install one (1) off the shelf structure similar to Polygon REK 24 x 84 (or approved equal) CLIN 2. Manufacture and deliver ten (10) pre-placed crypts that are to be used in CLIN 1, and coordinate with cemetery staff for all construction work to avoid or minimize any interruption of cemetery functions. All works shall be completed to meet drawings and specifications. The solicitation will be issued on or about MARCH 24, 2017. Unless additional notice is given or this notice is modified or cancelled, the full solicitation, specifications, and drawings will be posted on Federal Business Opportunities (www.fbo.gov). Please Take Note: This solicitation is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB). Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS Code and must be registered and verified at www.vetbiz.gov. Companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered for an award; the VIP database will be checked both upon receipt of an offer and prior to award. Firms must be registered in the System for Award Management database at www.sam.gov and have completed online certifications and representations prior to award; www.cpscontractor.nih.gov and www.dol.gov/vets/vets4212.htm. There will be a site investigation; all prospective offerors are encouraged to attend. Details of the site investigation will be included in the solicitation package.
