Description
JUSTIFICATION FOR URENT AND COMPELLING REQUIREMENT. Contractor shall furnish labor, equipment, and materials to remove expended "Jet-X" high expansion foam (HEF) and water solution, hereafter referred to as "solution", from inside and outside of ANG fuel cell hangar building 1923. Means and methods of removal may include, but is not necessarily limited to, vacuuming up loose visible foam with flex hose, washing horizontal surfaces with a mixing de-foamer in the wash rig, rinsing and pressure washing to remove as much foam residue as possible from horizontal surfaces. Scope includes the requirement to provide containment to prevent wash water from migrating into sanitary sewer systems, storm drains, exterior soil areas, or into hangar floor trench drains as may be necessary. Contractor shall not spray water directly onto government wall mounted equipment and shall contain focus of operations to the horizontal floor and ground surfaces. Scope includes storage of the solution and rinsates in a 20,000 gal frac tank on site. Scope includes manifest of waste and transportation to the designated waste facility and provision of documentation to the 165th civil engineer squadron environmental office. Acceptable exclusions will include indemnification from electrical or other equipment being damaged by indirect splashing of water during floor washing operations. Contractor will assume work will be within a building that has been electrically de-energized by Georgia Power. Scope will provide a normal day shift operation starting 11 Feb 2017 with OPTION PRICING furnished for "around the clock" operations starting the evening of 10 Feb 2017
