Description

The purpose of this amendment is to respond to the questions that were submitted, provide a revised copy of the SOW and extend the due date from 12:00 p.m. CT, February 17, 2017 to 10:00 a.m. CT, February 23, 2017. Q: What was the last award amount? A: The last award was made in 2011 for a total of $106,975.00 which covered a base period plus 4 one-year options. Q: Will there be a site visit? (Multiple requests) A: A site visit is scheduled for Tuesday, February 2017 at 9:00 a.m. Eastern time. Interested parties will meet at 2250 Leestown Road, Lexington, KY 40511 in Building 29, Room 014. The site visit will be led by Mr. John Sheets. Interested parties must RSVP via email to Mr. Weston Worsham at Weston.Worsham@va.gov. Q: Is cryonite accepted as a freezing treatment method? A: Yes. Q: What areas will be required to use the "freezing" treatment method listed on page 6? A: See revised Statement of Work (SOW). Freezing is not the only acceptable method; however, the Contractor shall be able to provide the freezing method upon request. Areas where the freezing method may be requested at include but is not limited to patient care areas, patient rooms, clinics, waiting rooms, support operations, Laboratory, Pharmacy, and Health Administration. Q: Can live animal trapping be sub-contracted. A: Subcontracting is allowed as long as the primary is performing in accordance with all contract terms and conditions to include but not limited to VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside. Q: In regards to the "freezing" method of treating bedbugs.   There is mention of Freezing Units that will reduce the temperature of a room below 32 degrees F.   To our knowledge there is no such portable equipment that will effectively reduce the temperature of a room to below 32 degrees F.   Also, temperatures below 32 degrees F will NOT kill a bed bug population in a five (5) hour period.   Per peer related articles you need below 0 temperatures for at least four (4) days to kill a bed bug.   We do not see this alternative as a viable option for eliminating bed bugs in any situation. A: See revised SOW. The statement regarding a particular temperature has been removed, and other methods may be used. However, Contractor shall be able to provide the freezing method upon request. Q: Can K-9 inspections for bed bugs be sub-contracted? A: Subcontracting is allowed as long as the primary is performing in accordance with all contract terms and conditions to include but not limited to VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside. Q: Under IPMS Requirements #8. It states that perimeter sprays must be a minimum of 3 feet up and 3 feet out.   There are some products that we use that are completely effective that limit the application to 1 foot up and 1 foot out.   We are a label is the law company.   Will we be expected to treat to your specification versus the manufacturer's labeled instructions? A: The requirement of a minimum of 3 feet up and 3 feet out for exterior perimeters remains in the SOW. Dependent upon the product the Contractor elects to use, the Contractor may need to make appropriate calculation adjustments to the product in order to meet this coverage area. Q: What specific areas will need to be inspected for bed bugs by the K-9 / pest technician? A: This service shall be provided for patient care areas to include but not limited to patient rooms, clinics, and waiting rooms. This service shall also be provided for support operations to include but not limited to Laboratory, Pharmacy, and Health Administration. This information is included in the revised SOW. Q: In re: IPMS Requirement #13 - you state that Operating rooms will be treated on a weekly basis.   We feel that this is a hazardous practice.   In the multiple hospitals we currently treat we only treat surgical areas on an as needed basis and typically only with bait and trapping mechanisms. A: See revised SOW. Contractor is required to inspect these areas on a weekly basis and treat as needed or as requested.   Q: In re: IPMS Requirement #14 - you state that fogging must be done at least once per month to: kitchen, meat and vegetable rooms, warehouse and store rooms, etc.   In addition to fogging under buildings, boiler rooms, etc. as requested, but no more than once per month.   We feel that this is a completely unnecessary and potentially VERY hazardous method of pest control, especially in food preparation and storage areas.   In addition, fogging under a building gives you absolutely no ability to seal that space in order to keep chemicals from permeating other areas that should never be fogged. With our IPM system there will never be a need to fog anywhere in the building.   I can give you multiple hospital references to substantiate this.   Will you allow the contractor to treat according to current IPM standards instead of fogging? A: In the interior of building; treatment (to include the need for fogging if applicable) would be determined by activity (sightings, monitoring traps, etc.) As to under buildings; the inability to completely seal is the issue; several structures were built in 1930 s and common incursions by pests (raccoons, opossum, feral cats, etc.) has resulted in past infestations of fleas, ticks, etc. requiring fogging. Service would require vender with ability to fog when requested. Q: It is highly successful when using a highly skilled technician for bed bug inspections, K-9 inspections are not necessary. In that region, K-9 is not usually deployed. And if  K-9 inspections are not used, it would bring down costs and reduce liability eg. if the dog bites someone. A: The requirement for K-9 inspections remains in the SOW. Q: It will be difficult to maintain room temperature below 32 °F for a prolonged period of time with patients in the room. Will this still be required? A: The temperature requirement has been removed from the SOW. Q: Pest inspections are usually done on a standard monthly basis. Under the current contract, how often are the inspections performed? Will the frequency remain the same for this solicitation? A: See SOW and Attachment A for frequency. Q: Where are the bed bugs hotspots, in beds, baseboards, ceilings, etc.? A: Majority are in the Emergency Department/Outpatient Clinics with patients presenting with bud bugs. Q: Mattress and box springs encasements are effective, are they currently being used? A: Yes, mattress covers are utilized. Q: In the past, how often were bed bug inspections required? A: The canine inspections are a new part of this requirement and have been utilized a few times in the past. See SOW for frequency. Q: In the past how often was wildlife control needed? This has a separate, different cost from pest control services. A: On average, the service has been utilized a couple of times a year. Please note that the service is on as needed/requested basis which could result in a higher number.
