Description
THIS IS NOT A REQUEST FOR QUOTE, REQUEST FOR PROPOSAL, OR INVITATION FOR BID. THIS IS A SOURCES SOUGHT NOTICE FOR GOVERNMENT PLANNING PURPOSES ONLY. Responses to this announcement are not considered quotes or offers, and cannot be accepted by the Government to form a binding contract. Responses will not be used for evaluation in any resultant solicitation for this requirement. The Government shall not be held responsible for any cost incurred in response to this Sources Sought Notice. The General Services Administration (GSA) is seeking contractors that can provide Cafeteria/Concession Services for the Bistro and Cafeteria at the Robert M Ball Building. Robert M Ball Building is located at 6401 Security Boulevard Woodlawn, MD. The Ball Building, at 1,134,611 gross square feet, is the largest building on the Campus with three full floors (floors 2-4) and two partial floors (ground and 1st floors). Built in 1959, the building underwent a $166 million renovation project in 2007. It is the GSA's goal to provide food service that is healthy and features wholesome food items and meals for patrons (employees and visitors). The food service shall be operated in a clean and safe environment and within all federal, state, local, and industry standards and policies. The food service contractor will provide up to $1,000 for any kitchen/cafeteria, Bistro equipment for preventive maintenance (preventive maintenance includes keeping the equipment clean or then paying to have it cleaned if not properly maintained) and repair. The food service contractor will comply with advanced written notification to SSA personnel prior to any price, menu, and hours of service changes prior to implementation. The food service contractor will provide training information and incentives to their employees to engage them in providing best service practices. The food service contractor will provide examples of promotions, events to SSA personnel such as half off items, discount food items, celebrating holiday themes, engaging SSA personnel in the cafeteria/Bistro operation. The new period of performance for services shall be initially set for 5 years. There are approximately 5806 employees located in the Robert M Ball Building. The majority of employees work between 06:00 a.m. and 06:00 p.m., Monday through Friday. The Government shall not be held responsible for any variation from the employee population figure since the extent of occupancy is not guaranteed. The food service provider should be aware that certain workplace initiatives are in place which may cause fluctuations in the daily populations; telework, alternate work schedules, etc. The serving schedule and menu will be proposed by the Contractor. The food service provider will provide cafeteria services Monday through Friday, EXCEPT the Federal Government Holidays of New Year's Day, Martin Luther King's Birthday, President's Day, Memorial, Independence Day, Labor Day, Labor Day, Columbus Day, Veteran's Day, Veteran's Day, Thanksgiving Day, and Christmas Day. Layout of the facilities: The Bistro and Kitchen are located on the ground floor of the Robert M. Ball building and is approximately 30,026 square feet. The Seating Capacity is approximately 300-335 seats. PLEASE BE ADVISED THAT THIS CONTRACT WILL BE A ZERO DOLLAR (NO COST TO THE GOVERNMENT) CONTRACT. The Government will provide the cafeteria space, lighting, heating and air-conditioning, major kitchen equipment and trash removal. The selected contractor shall be responsible for remitting a 1-1/2% fee of gross sales to the Government. On average, the operation generates $135,260.00 in sales per month. The Service Contract Act will be applicable. A wage determination from the Department of Labor will specify minimum wages to be paid to cafeteria employees. Vending machines are onsite and are managed under the Randolph Sheppard Act by: The Government currently has vending stands operated by the State Licensing Agency under the Provisions of the Randolph-Sheppard Act (20 U.S.C. 107). The cafeteria will not sell items being sold in vending machines or blind stands operated by the SLA. Examples of these items are canned sodas, bottled sodas, candy bars, popcorn, and potato chips. The cafeteria contractor may sell bulk chips with sandwiches. The COR will have final authority on what may be sold.
