- 17 Feb 2017 Draft Solicitation Sections A-M. Instructions to obtain data for Solicitation N00024-17-R-6308. Disclaimer: This pre-solicitation notice is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse the cost of any submission in response to this announcement -- the entire cost of any submission will be at the sole expense of the source submitting the information. If a solicitation is issued in the future, it will be announced via the Federal Business Opportunities website (https://www.fbo.gov) and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. SYNOPSIS The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation, N00024-17-R-6308, for the development of the Extra Large Unmanned Undersea Vehicle (XLUUV). The XLUUV will be a modular, open architecture (OA), reconfigurable Unmanned Undersea Vehicle (UUV). Prototype vehicles with the capability to interface with mission payloads are planned for delivery. Based upon the complexity, magnitude, and duration of the requirement, the Government's market research indicated there are not two or more small business concerns capable of competing for the requirement as a small business set aside (FAR 19.502-2(b)). The solicitation will be issued electronically via Federal Business Opportunities (FBO) at http://fbo.gov and interested parties must comply with that announcement. FBO is the single point of entry for posting of the synopsis and solicitations to the internet. Interested offerors should monitor the FBO page for the release of the solicitation, and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov/portal/public/SAM/. The Government anticipates releasing the final Request for Proposal (RFP) second quarter fiscal year 2017. DRAFT RFP AND REQUIREMENTS DOCUMENTS Attached is the 17 Feb 2017 Draft solicitation N00024-17-R-6308 for the Extra Large Unmanned Undersea Vehicle (XLUUV) including Sections L & M. The Government intends to release the final solicitation and attachments as soon as possible. The Government does not anticipate any significant changes between the 17 Feb 2017 Draft and the final solicitation. A proposal submittal date of 1400 Eastern Standard Time 17 May 2017 for this RFP is anticipated. The Government does not expect to grant any proposal extensions regardless of when the final solicitation is issued. This draft solicitation supersedes the previous released draft RFP on 23 November 2016. Any previous bidder's questions that have not been addressed in the draft RFP and attachments should be re-submitted utilizing the instructions provided in Section L and Attachment L-1. Any perspective Offeror for draft solicitation N00024-17-R-6308 must have completed the following steps in order to receive the controlled documents for the Extra Large Unmanned Undersea Vehicle (XLUUV). All requests for controlled documents should be sent to pms406xlrfp@navy.mil. In order to be eligible to receive the controlled documents, a company must have a Terms of Use (TOU) agreement in place with the Naval Sea Systems Command (NAVSEA). To request a TOU letter a company must complete the following steps: 1. Email pms406xlrfp@navy.mil with Company name and cage code 2. Once Cage code is verified by the NAVSEA security office, a TOU will be sent 3. Fill in, sign and return the TOU letter 4. The TOU letter will be executed and returned to the company 5. CDs with the controlled documents will then be sent Note: Both the Classified and the Unclassified CD will be sent to the Classified location contained in the TOU letter. If a company already has a TOU in place from the draft Request for Proposal (RFP), then the company must complete the following steps: 1. Email pms406xlrfp@navy.mil with Company name and cage code 2. Send notice of destruction for previously distributed classified CD. a. It is recommended that the transmittal sheet that came with the classified CD be returned with a destruction notice and DSS Signature 3. Once destruction notice is received then a updated set of CDs will be sent out
