The purpose of this acquisition is to purchase a service maintenance contract for BD Biosciences, LSRFortessa SORP Flow Cytometry Cell Analyzer SN:H64717700128, located in the LGI Flow Cytometry Core Facility in Building 37. This facility supports the Center for Cancer Research (CCR) scientific research community as well as other NIH institutes. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811219 and the business size standard is $20.5 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract with four option periods. This acquisition includes a one-year base service maintenance contract for the BD LSRFortessa SORP Flow Cytometry Cell Analyzer from March 1, 2017 to February 28, 2018. Coverage includes BD LSRFortessa Special Order System (SORP) Flow Cytometry Cell Analyzer, with five lasers and one Computer Workstation, two Preventive Maintenance Inspections to be performed during a twelve-month period, including 2 PM Kits, software revisions released during the agreement period of performance, unlimited service visits from BD trained Service Engineers Monday - Friday and unlimited telephone support for instruments, reagents and applications will be provided at no additional charge. Emergency on-site service Monday - Friday required within 48 hours. Option for the same coverage for four subsequent years. Year 1 Option - March 1, 2018 to February 28, 2019 Year 2 Option - March 1, 2019 to February 29, 2020 Year 3 Option - March 1, 2020 to February 28, 2021 Year 4 Option - March 1, 2021 to February 28, 2022 This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 5:00 PM EST, on February 23, 2017. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. In order to receive an award, contractors must be registered and have valid certification in the System for Award Management (SAM) through sam.gov.
