- Primary Point of Contact: Sarah Ignacio sarah.k.ignacio@usace.army.mil 502-315-6174 Time: 01:00-02:00 PM (Eastern) - Informational Meeting The Industry Day informational presentation will be conducted on Tuesday, 7 March 2017 at 1:00PM EST at the Romano Mazzoli Federal Building (Glass Enclosed Room in the Cafeteria - Basement) in Louisville, Kentucky. All attendees will be required to check-in before 1:00PM EST. All interested attendees should submit the attached form by the response date to confirm attendance at the informational presentation. Project Descriptions: Contract 1: KC-46A Two Bay Corrosion/Fuel Cell Hangar, Seymour Johnson AFB, NC (Design-Bid-Build MILCON) This project is for the construction of an approximately 150,000 square foot (SF) two bay corrosion control and fuel cell hangar; including associated shop, tool, and administration spaces. The Base Proposal will consist of demolition of an existing two bay hangar and construction of the new facility. The new facility will include: concrete slab, structural steel frame, exterior windows, CMU, pre-finished metal wall panel, standing seam metal roof over an insulated metal deck, HVAC and plumbing systems, communication systems, electric work, automatic sprinkler system, low-level high expansion foam fire suppression system in hangar bays, and fire detection system. The Base Proposal also includes all associated site and utility work. The solicitation also will contain several Options. The Options will include items such as finished office/administrative areas totaling approximately 10,500 SF; unfinished enclosed areas totaling approximately 15,800 SF; non-MILCON funded equipment (i.e., 400 Hz converters, compressed air system, breathing air system, fall protection system, aircraft wash system, etc.); and alternate floor finishes in the hangar bays. The furniture package; including standard systems furniture, freestanding furniture, and demountable partitions walls; will be funded, procured, and installed separately from the construction contract. However, the construction contractor will be responsible for the final IT and electrical connections. Type Of Contract And NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction. Type Of Set-Aside: This acquisition will be an unrestricted competitive procurement with HUBZone price preference. Size Limitation $36.5M. Selection Process: The proposals will be evaluated using a Best Value Trade-Off source selection process. Proposals will be evaluated using a staggered method in which the Past Performance and Management Plan proposals will be submitted prior to completion of the facility design, with the Small Business Participation Plan, Subcontracting Plan, and Price and Pro Forma proposals being submitted after the final design is issued via an amendment. All evaluation factors, other than cost or price, when combined, are approximately equal to cost or price. Discussions: The Government intends to award without discussions, but reserves the right to conduct discussions should it be deemed in the Government's best interest. Pre-Proposal Conference: A pre-proposal site visit will be held. It is anticipated that the visit will occur the last week of April and details regarding the site visit will be issued with the solicitation. Estimated Advertisement Date: April 2017 Estimated Closing Date: July 2017 Estimated Award Date: September 2017 Estimated Performance Period: 730 days Target Ceiling: $75,000,000 Contract 2: KC-46A Fiscal Year 2017 (FY17) Single Consolidated Contract With Four Projects, Seymour Johnson AFB, NC Project 1: KC-46A ADAL Bldg for AGE/Fuselage Training (Design-Bid-Build MILCON) This project is for the conversion of the existing Corrosion Control Hangar (B4822) into the Fuselage Trainer (FUT) and Aerospace Ground Equipment (AGE) repair. The interior of the building will be altered by installation of all necessary walls and utilities. The hangar door opening will be enclosed and roll up doors will be installed for FUT and AGE access. A covered outdoor storage area for FUT pallets will be constructed, to include the associated concrete pavement required for vehicle circulation. This project is approximately 18,000 SF of renovation and approximately 10,000 SF of new construction. Target Ceiling: $4,987,000 Project 2: KC-46A ADAL Squadron Operations Facilities (Design-Bid-Build MILCON) This project is for the renovation of the existing Squadron Operations/Simulator Facility (B4916) and for an addition to the Operations Training Facility (B4906) to accommodate new KC-46A equipment. This project will include upgrading training areas in B4916 to accept the new KC-46A Weapons System Trainer (WST), Boom Operator Trainer (BOT), and Pilot Part Task Trainer (PPTT). This project also includes the construction of an addition to B4906 for climate controlled storage for Aircrew Flight Equipment (AFE). This project is approximately 5,000 SF of renovation and approximately 1,800 SF of new construction. Target Ceiling: $1,954,000 Project 3: KC-46A ADAL Maintenance Facility (Design-Bid-Build FSRM) This project is for the renovation of the existing Aircraft Maintenance Facility (B4908) to accommodate maintenance functions for the incoming KC-46A airframe. This project will include a new composite shop and associated administrative space. Repair of the building roof also will be included in this project. This project is approximately 16,000 SF. Estimated Construction Cost: $1,000,000 to $5,000,000 Project 4: KC-46A ADAL Supply Areas (Design-Bid-Build FSRM) This project is for the renovation of Building 4810 for secure storage area for the KC-46 airframe support equipment. This project will include the installation of wire partitions, upgrade of lighting in the warehouse area, cleaning of the warehouse area floor. This project is approximately 8,000 SF. Estimated Construction Cost: $1,000,000 to $5,000,000 Type Of Contract And NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract.
