Military Geospatial Support of Terrain Datasets of Selected Areas (Urban Tactical Planner - UTP) Military Geospatial Support Request for Information Date: 17 February 2017 Subject: Request for Information for Military Geospatial Support of Terrain Datasets of Selected Areas (Urban Tactical Planner - UTP) REQUIREMENT: The US Army Corps of Engineers, Army Geospatial Center (AGC), has a requirement for Military Geospatial Support of Terrain Databases of Selected Areas specifically for the Urban Tactical Planner (UTP). The purpose of this Request for Information (RFI) is to determine if there are Small Business, particularly HUBZone sources capable of satisfying the government's requirements. PROPOSAL: No proposals are being requested or accepted under this RFI. Feedback addressing the clarity, feasibility, scope, and potential alternative means of meeting the government's requirement is sought. The anticipated North American Industry Classification System Code (NAICS) for these requirements is 541370. The business size standard is $15.M. Your response should confirm your business size and status in relation to this identified NAICS Code. Contractor personnel will require DoD security clearances at least at the UNCLASSIFIED//LIMITED DISTRIBUTION level for all personnel. Handling of material up to UNCLASSIFIED//LIMITED DISTRIBUTION is required. Storage Clearances of UNCLASSIFIED//LIMITED DISTRIBUTION level are required. PROJECT: The geospatial dataset entails mapping certain terrain and cultural features which have an impact on the urban setting, such as forested areas, ridge lines, drainage features, power lines, various key buildings (as determined from ancillary source), transportation network and bridges. Building areas of similar form and function are grouped as homogeneous polygons called Built-up Terrain Zones (BTZ's). Additional information is provided for each BTZ to give an indication of the function (e.g. residential) and ease of mobility in the polygonal area (e.g. detached buildings with open space are indicative of favorable mobility between structures by mounted and dismounted infantry). AGC employs both in-house and out-of-house capabilities for the creation of this dataset, deliverable in digital format. The UTP Digitizing Field Guide, Standard Operating Procedures, and Specifications (hereafter referred to as the UTP Field Guide), 17 March 2016 (or later as revised), will be the current guidance, provided upon request. CAPABILITY PACKAGE: AGC is assessing the existence of HUBZone sources, within this industry to perform the requirement below. We are seeking a small business, particularly HUBZone capable of demonstrating the items below. The prime may employ partners to complete the items as long as the ability to demonstrate the items on its own has been fully demonstrated. Interested sources shall possess an in-depth understanding of the requirements listed below. Responses must be limited to no more than 11 pages and must address experience and capabilities. INTERESTED SOURCES: Submissions of product literature or catalog cut sheets will have no bearing on this request or any subsequent evaluation of proposals submitted in response to a formal Request for Proposals (RFP).
