- MCoE draft solicitation The Mission and Installation Contracting Command Center-Fort Eustis (MICC-Fort Eustis) anticipates issuing a Request for Proposal (RFP) for the Maneuver Center of Excellence (MCoE) requirement located primarily at Fort Benning, GA. The Government anticipates awarding a Firm Fixed Price Multiple Award Indefinite Delivery Indefinite Quality (MAIDIQ) contract with a five (5) year ordering period (to include a 30-day phase-in). All work is to be performed in accordance with the Performance Work Statement. The designated North American Industrial Classification System (NAICS) code for this acquisition is 541990 (All Other Professional, Scientific, and Technical Services) and the small business size standard is $15 million. The anticipated draft solicitation release date will be on or about 17 February 2017. The Government reserves the right to award one or no contracts as a result of the solicitation depending on what is determined to be in the best interest of the Government. It is required that all contractors doing business with the Government be registered with the System for Award Management at website: http://www.sam.gov. Description of Requirement: The United States (U.S.) Army MCoE at Fort Benning, Georgia is a Training and Doctrine Command (TRADOC) post, which is home to the United States Army Infantry School (USAIS) and the United States Army Armor School (USAARMS), as well as leader development courses which supply the Army with trained, agile, and adaptive combat ready Soldiers and Leaders. MCoE also develops doctrine and capabilities of the Maneuver Force and individual Soldier. As one of eight TRADOC Centers of Excellence (CoE), MCoE works in concert with TRADOC's mission to develop, educate, and train Soldiers, civilians, and leaders; support unit training; and design, build, and integrate a versatile mix of capabilities, formations, and equipment to strengthen the U.S. Army as America's force of decisive action. The MCoE Command priorities are to Fully Support an Army at War; Prepare for the Future; Enhance Quality of Life for Soldiers and Army Families; Operate in a Command Climate of Teamwork, Discipline and Standards and Safety; Fully Transition to the MCoE; and Demonstrate Inspired Leadership. The requirements are a diverse and integrated spectrum of services and training support consisting of a broad range of areas and capabilities to meet MCoE's, TRADOC's, and the Army's training mission. These services are focused towards training concepts, training strategies, training doctrine, training development, analysis, and instruction to ensure that our maneuver forces are organized, equipped and trained for success. MCoE has the responsibility to develop training strategies, concepts, and products for the current and future forces, including: the Armor Brigade Combat Team, Stryker Brigade Combat Team, and Infantry Brigade Combat Team (ABCT/SBCT/IBCT); Airborne, Ranger and Special Forces; as well as other proponent organizations such as the Battlefield Surveillance Brigade (BFSB) and Cavalry organizations. The MCoE accomplishes this mission by: the integration of virtual, constructive, and live training; exploitation of existing and emerging technologies; and, training, doctrine and capability development and its integration into institutional and unit training. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. No additional information regarding this procurement will be available prior to the release of the RFP. Please note, this is NOT a RFP; only a Presolicitation Notice. Solicitation number W911S0-17-R-0007 will be issued on or about March, 2017. All offers shall be provided as specified in the solicitation. A notification will be issued on the Government Point of Entry website at http://www.fbo.gov.
