- Lessor _______ Gov t. ________ Page 1 of 2 Page _____ of _____ February 17, 2017 CLARIFICATION # 3 - SFO # VA101-15-R-0122 Lincoln, NE Section 4.2.1 indicates use of 2015 IBC, but 2012 NFPA 101. The 2015 edition of NFPA 101 is also available, should this edition be used in lieu of 2012? Section 4.3 appears to require the use of the latest codes and standards. Please clarify the editions to be used. The most current version of the NFPA code should be used. The VA requires that some codes used must be the most current available, even if changed after the solicitation is issued. Section 4.2.1 indicates NFPA documents besides 900 and 5000 should be the edition current as published in May 2009. This would indicate use of the 2010 editions of NFPA 13 and 72, just as examples. However the 2015 IBC references use of the 2013 editions. Section 4.3 appears to require the use of the latest codes and standards (in these cases, 2016 editions). Please clarify the editions to be used. See response for Question #1. The VA s SFO and conceptual plans call and depict a perimeter fence and segregated staff parking using swing arm gates w/card reader access control. Will you confirm that this is in fact the requirement for this solicitation? A perimeter fence segregated staff parking is not a requirement. See below on the discrepancy on schedule F. This is a large cost item need to confirm which direction applies. Are we to provide equipment in schedule F listed as CC Contractor furnished and installed or rely on the Bold that says we are NOT to provide any schedule F items?? The CC labeled items are in error and will be corrected in a amendment after receipt of initial offers. In Part X of the documents, there is Schedule F Equipment List. It states this is provided as a convenience and that the equipment items listed in the Schedule F are NOT to be provided by the Lessor. This is bold and in a box. But when you look at Schedule F, there are items noted to be by the contractor, probably 30 items. Are we to provide the items noted as CC (Contractor furnished and installed)? Items include an audio booth, cabinets, sinks, telephone, labware and pipette washers, sterilizers, bio refrigerator, hood, etc. A few items we are to install their supplied items such as dental lights (VC label). See response to Question 4. We are to provide a price for the Radio Entertainment Distribution (RED), but information on it is not provided. Can the VA provide this information? The RED is not a requirement of the SFO. In reference to Schedule B we are to provide a Radio Entertainment Distribution (RED) system shown in Schedule B line #42. This system isn t referenced in the telecom narrative special systems section G, is information on the system available? See response for Question 6. With regards to the HVAC Design Manual for New, Replacement, Addition, and Renovation of Existing VA Facilities, March 2011 there are 2 questions as follows: 4.2.1.5 Standby Chiller Capacity states that chiller plant shall have a fully redundant chiller (N+1). The SFO states in 6.4.10 that chiller redundancy of N+1 is not a requirement of this lease. Please verify that chiller redundancy is not required. Chiller redundancy is not required. 4.4.2.3 (b) Hot Water Boilers - Condensing Boiler Selection Criteria states that 2 boilers at 100% capacity each are required for a building load of less than 2,700,000 Btuh and 3 boilers at 50% capacity are required for 2,700,000 Btuh heating load and higher. The SFO states in 6.4.13 to provide at least two boilers each of 50% capacity. Please verify that boiler redundancy is not required. Boiler redundancy is not a requirement of the SFO.
