Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b). The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Group Health Research Institute, 1730 Minor Ave. Suite 1600, Seattle WA 98101-1466, for the Breast Cancer Surveillance Consortium (BCSC) dataset. The BCSC is a unique resource; it is a multi-center mammography registry initiated in 1996 to investigate breast cancer screening and patient outcomes in a geographically diverse sample of community radiology facilities. NIEHS will utilize this dataset to evaluate the association between environmental exposures and mammographic density, which is strongly associated with the future development of breast cancer. Specifically, NIEHS evaluate whether polycyclic aromatic hydrocarbons (PAHs) and metallic air toxics are associated with greater breast density. To address these research questions, access to the BCSC data is required. This includes data on women who have undergone mammograms across the U.S. The BCSC study design includes collection of breast density and questionnaire data for 340,559 women who have undergone mammography since 2011. The anticipated period of performance will be for a three (3) month period. The applicable North American Industry Classification System (NAICS) code for this acquisition is 541990 "All Other Professional, Scientific and Technical Services and a size standard of $15.0 million. NIEHS will solicit and negotiate directly with Group Health Cooperative and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to shields3@niehs.nih.gov within three (3) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements are received within three (3) days, an award will be made to Group Health Cooperative.
