Description
The USDA-Natural Resources Conservation Service (NRCS) - National Services Delivery Team located in Lafayette, LA is issuing this pre-solicitation notice in advance of the solicitation to be issued under the Sealed Bid procedures in FAR Part 14 for the ME-20 South Grand Chenier Marsh Creation Project located in Cameron Parish, Louisiana. The NRCS anticipates awarding a firm fixed price contract for these services. This is being procured on an unrestricted basis under NAICS Code 237990, and the Small Business Administration (SBA) size standard is $36.5 Million. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the System for Award Management System (SAMS) to be considered for an award of a Federal contract. The objective of this project is to create 430 acres of marshland and nourish 23 acres of emergent brackish and intermediate marsh by placement of earthfill into confined and unconfined marsh creation cells from a borrow source located five miles offshore in the Gulf of Mexico. This project is authorized by the Coastal Wetlands, Planning, Protection and Restoration Act (CWPPRA) which funds construction of coastal wetland restoration projects in Louisiana. This project is being administered by the Natural Resources Conservation Service through a partnership with the U.S. Fish and Wildlife Service. This project shall consist of the construction of 33,560 linear feet of earthen containment dike and excavation activities for 1,503,400 cubic yards of marsh creation. Other construction activities that are to be completed are the placement of staff gauges, performance of magnetometer surveys, pre-construction, progress and post construction surveys, quality control activities, structure removal, and the placement of lighted warning buoys. The magnitude of this project is more than $10 million. All work shall be completed within 212 calendar days from the issuance of the Notice to Proceed. The full solicitation package including the construction specifications and drawings will be posted on or about March 6, 2017. The date/time for the site showing will also be posted at that time.
