Description

(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation number VA261-17-Q-0266 is issued as a request for quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. (iv) This acquisition is a total Small Business Set-Aside. In order to be eligible for award the vendor must be registered as a Small Business within NAICS code is 332410 and the size standard is 750 Employees. (v) The contract line item is listed in the attached price schedule of the solicitation package. When providing a quote, please provide a fixed rate for this line item. This contract is covered by the Non-Displacement of Qualified Workers clause. A seniority list will be provided to the vendor after award so they can offer the right of first refusal to the existing guards. (vi) The contractor shall provide LMD Boiler #3 Burner Ring Refractory Repair for VA Palo Alto Health Care System, Building #6 in accordance with the attached Statement of Work. (vii) The contract will be for the period of performance as listed in the Price Schedule and the Statement of Work. (viii) The provision 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. (ix) The provision 52.212-2, Evaluation Commercial Items, applies to this acquisition. Please provide history related to this procurement and detail of Johnston Boiler Manufacturing projects, or related, that occurred within the past 10 years. (x) Offerors shall include a completed copy of the provision 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. (xi) The clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. (xii) The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. (xiii) All additional contract clauses and provisions are attached to this notice. (xiv) The Defense Priorities and Allocations System (DPAS) do not apply to this acquisition.
