Description
This is a sources sought announcement (SSA) for parties interested in participating with the Program Executive Office Missiles and Space (PEO MS) to conduct an M-SHORAD Demonstration. The Demonstration will be facilitated by a Bailment Agreement between the United States Government (USG) and participating contractors, with each party providing components, information, and services at no cost to each other. The PEO MS is soliciting parties interested in providing an integrated solution to provide air defense support to the maneuver force. The solution will have a secondary mission to engage ground targets in support of the maneuver force as well. The US Government reserves the right to terminate the bailment agreement at any time if it is determined through continued USG analysis that the solution cannot meet all requirements. The USG will not pay for information received or equipment provided by the contractor. The USG will review contractor's request for Government-Furnished Equipment (GFE) and Government-Furnished Information (GFI) that is in the US Army inventory for availability. The USG will provide to the contractor test range time/access for the M SHORAD Demonstration as well the resulting test analysis. The USG will use responses to this notice to form a bailment agreement with each party that meets the requirements. The USG will protect any information provided in accordance with the document markings. Any potential release of respondents' information to other Government agencies will be coordinated with the vendor prior to release. Purpose: The purpose of this SSA is to gain knowledge of interest, capabilities, and qualifications of participants for the described below effort. The intent of this SSA is to identify market interest and solicit recommendations for potential M-SHORAD capability solutions. The US Army desires to assess the maturity of industry M-SHORAD solutions capable of integrating with existing interceptors, platforms, sensors, and command and control (C2) architectures with the US Army inventory. The USG will assess system level capabilities, as well as critical component technologies against their capability to meet maneuver M-SHORAD needs. The PEO MS, with support from PEO Ground Combat Systems (GCS) and PEO Combat Service/Combat Service Support (CS/CSS) will host a demonstration on behalf of the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASAALT) that will conclude at the end of fiscal year (FY) 2017. Objectives: The PEO MS is inviting industry to participate in a demonstration of M-SHORAD capability to be conducted at a DoD test range in FY 2017. Potential participants must verify readiness to participate by addressing the following criteria: • Demonstrate an M-SHORAD kill chain • Demonstrate multiple airborne target engagements • Demonstrate a multiple missile launch capability (Air and Ground Targets) • Demonstrate 360-degree coverage (From Halt/Short Halt, Shoot on the move not required) • Demonstrate ease of integration into existing platforms, sensors, and C2 The USG, with contractor support, will plan and execute a demonstration of multiple M-SHORAD solutions. The Army Test and Evaluation Command (ATEC) will provide an independent Operational Assessment (OA) of demonstration results to PEO MS. The USG is exploring potential solutions to augment the Maneuver Force capability. Key Dates: Industry will submit a summary (2 page maximum) paper and quad charts to the PEO MS NLT 3 March 2017 in preparation for an Industry Day hosted by the USG. Details of the summary paper and quad chart are provided later in this SSA. The USG will not allow industry representatives to attend the Industry Day without prior notification. The USG will issue a separate special announcement via Federal Business Opportunities (FEDBIZOPPS) detailing any additional requested information. Each industry partner may have up to five (5) representatives in attendance at Industry Day. Visit requests will be submitted via Joint Personnel Adjudication System (JPAS) to SMO Code W0H9AA4SF, reference this SSA number and Ms. Tracy Elliott as Point of Contact (POC). Contractors should submit visit requests by 7 March 2017. If JPAS is not available, you may FAX visit request to (256) 842-9573. Security POCs are Ms. Carol Patterson (256) 842-7663 and Ms. Stephanie MacDonald (256) 876-8448. Please include both security POCs on all visit requests. The Industry Day is tentatively scheduled for 9 March 2017 at Building 5250, Redstone Arsenal, AL. The purpose of the Industry Day is for PEO MS to provide an overview of the demonstration and to answer questions from industry related to the demonstration. The Industry Day will afford an opportunity for industry interaction related to this event. Each industry partner that plans to participate in the demonstration will submit white papers on their respective system by 31 March 2017. White paper descriptions are provided below. The USG will notify each participant of its approval or disapproval to participate in the demonstration by 14 April 2017. For planning purposes, PEO MS will conduct technical interchange meetings with participants selected for a Bailment Agreement. The technical interchange meetings will include but not be limited to a discussion on requirements, test planning, resources and contractor status for planned demonstration. Industry Day(s): PEO MS invites interested offerors to a Government-sponsored Industry Day to initially discuss the M-SHORAD requirement. Industry Day is open to all interested U.S. firms. Offerors are encouraged to participate and ask questions to ensure a complete understanding of the requirement and schedule. Industry Day details follow. Date: 9 March 2017 Location: BLDG 5250, Redstone Arsenal, AL. To register, please RSVP by 1200 CST on 3 March 2017; the USG will not accept registrations after that date. Include a by name list of all Industry Day attendees for your organization. Each industry team is limited to five (5) attendees; however, the USG reserves the right to limit participation if the event is oversubscribed. Registration will be on a first-come-first-serve basis. The M-SHORAD for the Maneuver Force Industry Day will be unclassified. Following your registration, the Industry Day POC will provide additional information on the event. The USG will conduct the Industry Day activities in two parts: (1) a session comprised of panel discussions providing acquisition-planning information for the requirement; and (2) an open Question and Answer (Q&A) session between USG personnel and prospective industry teams. Industry teams are encouraged to submit written questions prior to the Industry Day to the Industry Day POC listed above. This event is an open exchange with industry and no answers given will be considered official or binding on the part of the USG. No unauthorized recording of an lndustry Day event is permitted. Information Exchanges: Following Industry Day, the USG desires to hold one-on-one information exchange discussions with those parties that have a serious interest in participating in this demonstration. The USG wishes to hold individual discussions to gain additional information and clarification and to offer industry the opportunity to discuss this requirement and identify any GFE or GFI that will be required for the demonstration. The USG will limit each discussion session to one (1) hour. The USG requests that each respondent bring a team not to exceed five (5) people. Please include technical experts in addition to business development staff. The respondent should plan to spend the first twenty (20) minutes of the discussion session summarizing their M-SHORAD concept. Hard-copy briefing charts are preferred and should be provided to the USG prior to the session. The remaining time will be open discussions. The USG reserves the right to share any non-proprietary information exchanged during the one-on-one sessions with all potential participants. The sessions will be at the SECRET classification level, and limited to the M-SHORAD requirement. These one-on-one meetings require visit requests. All information provided will be adequately protected. Any proprietary information must be identified. To be reviewed, the statement "Releasable to USG Agencies and their supporting Contractors for Review Only" must accompany any proprietary submission. The USG reserves the right to request further clarification to enhance understanding of the respondent's submittal. Participants may request that USG support contractor employees sign a Non-Disclosure Agreement (NDA). SHORAD Demonstration: The USG will conduct an M-SHORAD Demonstration in 4th Qtr FY 2017 to assess industry solutions to providing near term fieldable M-SHORAD capability. The M-SHORAD Demonstration will be conducted at a DoD test range. The event will demonstrate industry's capability to select and integrate a combination of existing US Army interceptors, ground vehicles, sensors and C2 to effect a M-SHORAD kill chain. All required safety documentation for participation in the demonstration will be the responsibility of the participant. ATEC will provide an independent assessment of the data collected during the demonstration. There will be schedule constraints associated with the demonstration, but each participant will be provided ample time for shipping, component set-up, demonstration execution and breakdown. Participants must be aware that technical interchange meetings and demonstration location will have visit request requirements. Participants will agree to conduct all phases of planning and demonstration in accordance with security and safety requirements at the planning and demonstration locations. Participants will agree that the USG will approve all participants' public statements, photos, and videos relating to this demonstration prior to release. Test Data: Test data will be collected at the demonstration location by the USG and copies of the respective participant data set will be provided to each respective participant. Data products that the USG plans to collect will be briefed at the Industry Day. Data products collected by the participant will be requested to be provided to the USG prior to departing the demonstration location. Each participant will be requested to provide data in engineering units to the USG to assist in the assessment of the demonstrations. Any data collected by the USG will be the property of the USG. Participants will be asked to provide data for USG Use Only in order to assess/validate components and/or system level performance. The USG will work with each participant to determine the classification level of data products and appropriate proprietary markings. A USG Joint Assessment Team (JAT), led by PEO MS, will assess the fidelity of all test data. All data collected during the demonstration will be used by the ATEC to perform an OA on proposed solutions and demonstration results. USG Provided Support: The USG plans to provide the following support to each participant at the demonstration: • Staging/administrative area • Test operations area • Test execution officer • On-site data manager • Test safety officer • Targets • Sentinel Radar(s) • FAAD C2 • AFATDS • Interceptor • Ordnance • Explosive Ordnance Disposal (EOD) support • Communications between test personnel, contractor personnel, test control center • Physical security up to Secret level • Photographic and video records • Latrine facilities • Classified storage • Internet access • Test site orientation • Security classification guidance for data collected during the demonstration • Mobile power required for the systems and fuel for the power source(s) • Participants will be allowed to request specific test support requirements Participant Provided Support: Each participant will be asked to provide the following in support of the demonstration activities: • An M-SHORAD solution • All system/component peculiar hardware and software, including ancillary equipment • Personnel and equipment required to relocate, operate, and maintain the system/component • Provide the USG a copy of data collected by the participant during the demonstration prior to departure from the demonstration location o Data delivered to the USG will be in the recording formats used by the participant o Delivery media will be those used by the participant o Participant will provide the USG the format and procedures for accessing the delivered data o Data will be delivered with naming conventions specified by the USG o All data will be delivered to the on-site data manager. • Required security information to gain unescorted access to each test site • System Security Classification Information • Test safety officer • Test execution officer • Shipping and receiving of all required test articles and support equipment Safety: The participant's system/component must meet minimum safety performance standards to participate in the demonstration(s). Safety package guidance will be provided by the USG at Industry Day. Test safety expertise will be provided by participant representatives for the demonstration location. Participants will be required to submit safety plans for approval by the demonstration location Safety Office. Inability to gain approval of plans and procedures by the respective Safety Office will result in the elimination of the participant from the demonstration. Responses: Interested offerors are requested to submit two (2) responses: a. Submit by 3 March 2017, a two (2) page summary of corporate (may include partners and/or subcontractors) capabilities and a quad chart summarizing the system capabilities. The two (2) page summary should document corporate/team member's system capabilities and a point of contact for the USG. The quad chart should provide a summary of the system to include system description, design/integration approach, operational capability and system safety description. The contact identified in the two (2) page summary will be the person notified with regard to participant approval to attend the Industry Day. Submissions shall be unclassified and limited to no more than two (2) one-sided 8.5" x 11" pages and 11 font Arial size with one inch margins; line spacing shall be set at no less than single space. Tables, drawings and header/footer information shall be 10 point Arial font or larger. The draft quad chart summary shall be submitted using the quad chart format at the bottom of this SSA (note that chart font shall be no less than 10 point Arial and is limited to two (2) 8.5" x 11" pages). If any of the material provided contains proprietary information, then mark and identify disposition instructions (submitted data will not be returned). All replies to this special announcement must reference SSA-W31P4Q-17-R-0090. Submit only unclassified information. All responses shall include company size status under the North American Industry Classification System (NAICS) code 336414 as stated below. No telephonic inquiries will be accepted. Only those companies who are on the Qualified Contractors Access List (QCAL) may receive such information. As a condition or responding to this SSA, it is a requirement that the responder have an approved facility for storing and processing classified information. This SSA is issued for market research and for planning purposes only, shall not be considered a Request for Proposal (RFP) or Invitation for Bid (IFB); shall not be considered an obligation from the USG to acquire any products or services; and shall not be considered an authorization to incur any cost in anticipation of such authorization. The USG does not intend to reimburse respondents for information solicited or for costs of any other activities associated with responding to this SSA, including participation in any demonstration.
