THIS IS NOT A REQUEST FOR QUOTE, REQUEST FOR PROPOSAL OR INVITATION FOR BID. THIS IS A SOURCES SOUGHT NOTICE FOR GOVERNMENT PLANNING PUPOSES ONLY. There is no solicitation available at this time. This Sources Sought Synopsis is published for Market Research purposes to identify interested Small Business vendors and who qualify under the 8(a) Program, the HUBZone Program, Women Owned, and/or the Service-Disabled Veteran-Owned Small Business Procurement Program. The North American Industry Classification System Code for this potential acquisition is 238210 Electrical Contractors and Other Wiring Installation Contractors. The Bonding Capacity for this acquisition is $850,000.00. The Small Business size standards under this NAICS code 238210 are $15,000,000.00. The General Services Administration (GSA) is seeking qualified Prime Contracting sources with proven experience and expertise in Fire Alarm and Voice Evacuation system replacement services within occupied spaces. This potential acquisition will be completed at the Potter Stewart U.S. Courthouse, located at 100 East 5 th Street, Cincinnati, OH. The Potter Stewart US Courthouse is 116 ft high, 9 Story building, and approximately 432,535 gross square feet. Built in 1938 and listed on the National Register of Historic Places. This historical monument is located in the heart of the Cincinnati Central Business District. It is the GSA's goal to provide an efficient and safe work environment for patrons, tenants and employees. Replacement of the fire alarm and voice evacuation system shall be in accordance with all federal, state, local and industry standards and policies. The scope of work includes but is not limited to: the replacement and installation of multiple fire alarm notification appliances located throughout the Potter Stewart Courthouse along with the correcting deficiencies related to the fire alarm system wiring, primary and secondary power supplies, system programming and the replacement of miscellaneous sprinkler system components throughout the facility. The drawings and specifications are schematic in nature and are intended to convey general design intent for the purposes of bidding the work. All major elements are believed to be adequately described as part of the contract documents. The Contractor is expected, as a requirement of their qualifications, to utilize their knowledge and experience to anticipate and include in the cost of the work any incidentals which may be required, but are not specifically expressed in the drawings and specifications in order to provide a complete and fully functional fire alarm system, compliant with all applicable codes and standards, including International Building Code (2009), NFPA 72 (2010), NFPA 13 (2010), and PBS P-100. In addition, the Contractor is expected to visit the site prior to bidding to evaluate the bid documents and inspect existing conditions. This includes, but it not limited to, a review of the extent of demolition required for the existing fire alarm system, wall, partition, and ceiling types, spaces available for conduit routing, etc as necessary. The fire alarm and fire sprinkler contract drawings are not intended to be an accurate representation of walls, partitions, and ceiling types. The Contractor must complete a thorough survey of the building prior to bidding to obtain this information. No extra payment will be authorized for failure of the Contractor to survey all construction type of walls, floors, and ceilings for the purposes of fire protection equipment demolition, installation, and repairs required as a result of such demolition and installation prior to bid. This project will require work hour restrictions. A significant amount of project work, including all testing, will occur after normal business hours. Extensive flexibility is required as all fire sprinklers and fire alarm devices removed or installed in Courtrooms or Judges' Chambers will require written approval by GSA prior to removal or installation. In addition, all sprinkler head types and finishes installed in Courtrooms or Judge's Chambers will require written approval by GSA prior to installation. No cutting into courtroom walls or floating ceiling panels without approval from GSA. Mockup testing will be required as part of the Contract. Mockup testing and final acceptance testing must be coordinated and witnessed by GSA Fire Protection Engineer. The Davis-Bacon Wage Determination will be applicable. A wage determination from the Department of Labor will specify minimum wages to be paid to employees. The Government anticipates issuing the solicitation for this acquisition on or about March 2017. Description of any subcontracting or teaming arrangement that may be pursued for this acquisition. d. Demonstration of recent, relevant past performance history on similar p rojects within 3 years. e. Information that will support financial capability. The Capability Statement should be no more than three (3) pages in length. Responses to this announcement are not considered quotes or offers, and cannot be accepted by the Government to form a binding contract. Responses will not be used for evaluation in any resultant solicitation for this requirement. The Government shall not be held responsible for any cost incurred in response to this Sources Sought Notice. Interested vendors are encouraged to identify themselves as such at the FedBizOpps website for purposes of teaming arrangements and subcontracting opportunities.
