Description
The Naval Sea Systems Command (NAVSEA) has awarded a sole source follow-on bridge contract to McKean Defense Group, LLC. The contract type is Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) to support SEA 21- CNRMC and ST1 in support services. Original: The Naval Sea Systems Command (NAVSEA) intends to award a sole source follow-on bridge contract to McKean Defense Group, LLC., located at One Crescent Drive, Suite 400, Philadelphia, PA 19112-1015, to continue providing support services to SEA 21, Commander, Navy Regional Maintenance Center (CNRMC), and Surface Team 1 (ST1). These services include Program Management, Contracts Governance and Policy, Budget/Finance, Administration, and Operations support services to assist SEA 21, CNRMC, ST1 and key surface ship maintenance and modernization stakeholders in the accomplishment of mission objectives. The current support services contract, SeaPort-e Task Order N00178-04-D-4078-EH03, ends on December 31, 2016 and the follow-on competition is not expected to be competitively awarded until January 2018, leaving a gap with no support services. The intent of this follow-on bridge is to fill that anticipated gap. The bridge contract will include a six (6) month base period with four (4) additional three (3) month options, totaling 18 months, if all options are exercised. This contract will be awarded pursuant to 10 U.S.C. 2304 (c)(1) and the Federal Acquisition Regulation 6.302-1 (a)(2)(iii)(B), which allows an agency to restrict competition when services are deemed to be available only from the original source in the case of a follow-on contract for the continued provisions of highly specialized services, when it is likely that an award to any other source would result in unacceptable delays in fulfilling the agency's requirements. No other source has the capability to perform the work described herein in the time frame required to meet NAVSEA's operational needs without resulting in unacceptable delays and a substantial duplication of costs. The follow-on contract will be awarded competitively within SeaPort-e and is anticipated to be restricted to small businesses pending favorable sources sought results. This announcement is published for informational purposes only and is not a request for proposal or an announcement of a forthcoming solicitation.
