Description
Registration Form for the Pittsburgh Beddown Program Industry Day Time: 09:30-11:30 AM (Eastern) - Informational Meeting 1:00 PM (Eastern) - Optional Site Visit The Industry Day informational presentation will be conducted on Thursday, 23 March 2017 at an off-site location to be determined. The Hotel & Conference Room information will be updated in FBO NLT Tuesday, 14 March 2017 (1:00 PM Eastern Time). An optional site visit will follow the informational presentation for those interested in visiting the proposed construction sites. Due to security clearance requirements, it is suggested that your company limited the number of attendees requesting site clearance and access for the optional site visit. All members are strongly encouraged to attend the informational session. All interested attendees should submit the attached form by the response date to confirm attendance at the informational presentation. Special Notice: (Part 2 - Mandatory Site Access Clearance) This information must be completed and submitted for those attendees planning to gain access to the Air Reserve Station and visit the proposed construction sites. Anyone failing to provide the mandatory information will not be allowed to participate in the optional site visit. The form shall be submitted to Michael Hutchens at michael.d.hutchens@usace.army.mil no later than 11:00 AM (Eastern Time) on Monday, 13 March 2017. Project Descriptions: Contract 1: C-17 Construct 2 Bay Corrosion / Fuel Cell Hangar Construct a (115,000 SF) two-bay corrosion control / multipurpose and fuel cell/multipurpose aircraft hangar to accommodate one C-17 aircraft in each bay and associated back shops in the hangar. Construct reinforced concrete foundations, steel frame and roof system, insulated metal walls, utilities and other necessary work to make a complete and useable facility. Includes personnel support area, storage areas for hazardous materials, tools, supplies, and equipment. Hangar area will be provided with High Expansion Foam fire suppression and fall protection system. Also included are all associated utilities, site work, and communications support. Environmental controls to include floor drains connected to a sanitary sewer system, pavements, parking areas, exterior lighting, fencing, and landscaping and other support work associated with the project. Project shall comply with antiterrorism/force protection requirements identified in the DoD unified Facilities Criteria. Estimated Advertisement Date: June 2017 Estimated Award Date: September 2017 Estimated Performance Period: 720 days Estimated Construction Cost Limit: $44,000,000 Contract 2: Consolidated Contract to include Fuels System, Paving and Apron Lighting Requirements C-17 ADAL Fuel Hydrant System Add/Alter Fuel Hydrant System for C-17 Mission. Construct a pressurized hydrant fuel system with 4 hydrants outlets, converting two 2,500 barrel above ground bulk fuel tanks to operational tanks, and constructing one 5,000 barrel bulk fuel storage tanks. Construct an 1800 GPM pump house to accommodate hydrant pumps, fuel filters and separators. Construct hydrant hose truck checkout and product recovery system and a transfer pipeline with pig launcher and receiver. Work also includes all necessary pumps, valves, filters, control systems, cathodic protection, fire protection, emergency generator and enclosure, utility and sewer connections, access pavements, fencing, and security lighting. Site preparation and improvements are included. Estimated Construction Cost Limit: $18,240,000 C-17 Construct / Overlay Taxiway & Apron Construct approximately 17,600 SM (21,100 SY) of concrete pavement and 6,400 SM (7,700 SY) flexible pavement. The pavement profile is suggested to consist of the following layers: 16 inches of Portland Cement Concrete (PCC), 6 inches of gravel consisting of 1-inch or less diameter rock, and 18 inches of lime stabilized soil as defined in design, or 16 inches of asphaltic concrete (AC), 6 inches of gravel consisting of 1-inch or less diameter rock, and 18 inches of lime stabilized soil as defined in design. Provide storm drainage, stripe taxi lanes, seal joints. The project will comply with DoD antiterrorism force protection requirements per Unified Facilities Criteria. Estimated Construction Cost Limit: $6,900,000 C-17 Repair / Add T-Ramp / West Apron Pavement (Part A/B) T-Ramp (Sustainment). Repair asphalt cement (AC) pavement by crack sealing and localized deep AC patching. Mill and overlay approximately 21,200 square yards of AC pavement area. Repair portland cement concrete (PCC) pavement by crack sealing, joint sealing, full and partial depth PCC patching and localized slab replacement. Replace approximately 1,000 concrete slabs that are 12 ft by 15 ft. Install surface inlets and provide underground drainage for areas of water ponding. West Apron (Restoration and Modernization). Repair by adding approximately 190 new 12.5' x 15' concrete apron slabs to the south and west sides of the West Apron. Demolish partial existing concrete slabs adjacent to new proposed slabs to form rectangular slabs pattern. Slab work includes excavation/removal of existing soil and installation of new base material. Install new aircraft tiedowns. Demolish six existing apron lighting stands in proposed new slab locations. Restripe taxilines, seal joints. Additionally, local materials and construction techniques will be used where cost effective. The project will comply with DoD antiterrorism/force protection requirements per Unified Facilities Criteria. Estimated Construction Cost Limit: ($10,300,000 - Aggregate) ($9,000,000 - Part A) ($1,300,000 - Part B) C-17 Repair / Add Apron Lighting (Part A/B) Replace security lighting around apron to increase lighting levels and provide additional security lighting to the new apron to comply with UFC 3-530-01. Demo existing lights and five foot poles around East and West Apron. Install approximately 2700 ft of new conduit with low voltage wiring and extend to new high level poles with floodlight arrays to light the existing apron and the extended apron area on the T-ramp as required, to meet security lighting requirements. Install new controls. Estimated Construction Cost Limit: ($1,140,000 - Aggregate) ($540,000 - Part A) ($600,000 - Part B) Contract 2 - Consolidated Efforts Estimated Advertisement Date: June 2017 Estimated Award Date: September 2017 Estimated Performance Period: (Phase 1 - 360 Days) (Phase 2 - 660 days) Estimated Construction Cost Limit: $36,580,000 - Aggregate Contract 3: Consolidated Contract to include Renovations to Hangars B129, B418, B417 C-17 Renovate / Add for Flight Simulator, B129 (Part A/B) Renovate a portion of Hangar 129 for the C-17 Flight Simulator. Provide new flight simulator bay for pilot simulator and loadmaster station simulator with computer/UPS room, simulator maintenance/parts, instructors work space, classroom, briefing rooms, offices, bathrooms, storage rooms, and security storage space per regulations and simulator facility design criteria. Simulator bay to be used for open secure storage. Relocate/reroute existing utilities above simulator bay to provide required vertical clearance without raising roof. Remove hangar bay doors and replace with exterior steel panels with insulation. Remove high expansion foam fire suppression system from hangar bay. Estimated Construction Cost Limit: ($3,392,000 - Aggregate) ($2,887,000 - Part A) ($505,000 - Part B) C-17 Renovate / Add to Hangar Bay for AMU, B418 (Part A/B) Renovate the entire bay of Hangar 418 to serve as Aircraft Maintenance Unit (AMU). Demolish two modular office units and various storage cages in the hangar bay area. Construct 16,040 SF of office, shop, storage and support spaces. Provide utilities, lighting, communications support, and fire detection/suppression systems to all work areas and offices to provide a complete and useable facility. Portions of the area to be used for open secure storage. The project will comply with DoD antiterrorism/force protection requirements per Unified Facilities Criteria. Provide temporary facilities incident to construction for storage for equipment and relocation of functions from Hangar 418 for the duration of construction. Completely remove temporary facilities upon completion of construction. Estimated Construction Cost Limit: ($9,244,000 - Aggregate) ($8,448,000 - Part A) ($796,000 - Part B) C-17 Renovate / Add to Hangar for Maintenance Backshops, B417 (Part A/B) Renovate building 417 for the machine, welding, sheet metal, and NDI shops to accommodate the larger C-17 backshops. Provide new workshops with required offices, latrines, showers and storage rooms per regulations. Provide utilities, lighting and HVAC to all work areas and offices. Estimated Construction Cost Limit: ($5,268,000 - Aggregate) ($5,154,000 - Part A) ($114,000 - Part B) Contract 3 - Consolidated Efforts Estimated Advertisement Date: June 2017 Estimated Award Date: September 2017 Estimated Performance Period: 360 days Estimated Construction Cost Limit: $17,904,000 - Aggregate
