- The USDA NRCS is preparing to issue a solicitation for work authorized under the Emergency Watershed Protection Program to relieve imminent hazards to life and property due to a major flood event June 22-29, 2016, impacting Greenbrier County, West Virginia. The project focuses on restoring and stabilizing approximately 400 linear feet of stream bank on Jordan Creek in Kanawha County, West Virginia. The contractor will install rock filled wire mesh gabions to stabilize and protect the stream bank. Disturbed areas will be graded to provide positive drainage and seeded and mulched to provide permanent vegetative cover. If necessary, blockages will be removed to restore channel capacity. The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active, and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. A firm fixed price construction contract is anticipated under Sealed Bidding procedures, FAR Part 14. A bid guarantee, in the amount of 20% of the bid, is required to be submitted with each bid. Sureties should use SF-24 Bid Bond form. Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required within 5 calendar days of award of contract. All necessary permits and land rights have been acquired. The solicitation package, construction drawings and specifications will be posted and available from this site on February 21. Bids will be due on Tuesday, March 28, 2017 at 11:00 a.m. A site showing to review the site will be held on Thursday, March 9 at 10 a.m. Contractors should plan to meet at the old Herbert Hoover High School - from I-79 take Exit 9 (Co. 43 Frame Roat/Elkview), take a right on County Route 43 Frame Road and go 1.25 miles to a three-way stop. Take a left on to State Route 119 North for 5.8 miles, the high school is on the right. Coordiantes 38.473326N, 81.396325W. Both Jordan Creek Sites will be visited starting with this site (Site 2). Performance time will be calendar 30 days Magnitude of proposed construction = $250,000 - $500,000
