- This ?Notice of Intent? is not a request for quote and a solicitation will not be issued; however, all responses received prior to the closing date of this notice will be considered by the Government. The U.S. Energy Information Administration (EIA) is the statistical and analytical agency within the U.S. Department of Energy (DOE). EIA intends to award a sole source contract to IHS Global/Markit, Inc. using Federal Supply Schedule Program for IHS modeling maintenance and data analysis support. EIA extensively uses information from IHS Markit databases to prepare its primary publications- the Annual Energy Outlook (AEO), International Energy Outlook (IEO), and the Short-Term Energy Outlook (STEO). The IHS Markit modeling services consist of immediate-to-long-term analysis and forecasting of the U.S. economy. EIA is to contract for modeling and data analysis support for the following IHS data models that are tailored for DOE: ?U.S. Quarterly Macroeconomic Model: this model includes up to 2,000 variables and more than 1,500 equations that track every economic activity ?DOE Industry model (?Industrial Shipments Model?): this model consists of two sequential blocks. The first is the Input/Output block, which provides the industrial demand proxies that feed into the second block (econometric block). The second block is a stochastic model that produces a forecast of industry outputs. ?DOE Employment Model- the DOE employment model uses the arguments from the DOE Industry Model and generates forecasts of employment by relevant sector of the economy. The model maintenance and analysis support staff must have expert knowledge and experience in the above referenced models to provide maintenance for the models. In accordance with FAR 8.405-6, limiting the source to only one source that is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement which shall be considered by the agency, no later than the closing date and time of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. Responses must be in writing, by e-mail to the Contract Specialist at Paul.Parsons@eia.gov, antonio.sixon@eia.gov, Contracting Officer. The e-mail shall contain the following subject line: Response to Notice of Intent ?IHS Markit Data and Modeling Analysis. Please submit all information no later than March 02, 2017, 12:00 pm Eastern Time.
