Description
The USDA NRCS is preparing to issue a solicitation for work authorized under the Emergency Watershed Protection Program to relieve imminent hazards to life and property due to a major flood event June 22-29, 2016, impacting Greenbrier County, West Virginia. The project focuses on restoring and stabilizing approximately 1,229 linear feet of stream channel on several residential properties on Jordan Creek in Kanawha County, West Virginia. The contractor will install rock filled wire mesh gabions and loose rock riprap to stabilize channel banks and grade and seed disturbed areas adjacent to the channel to provide positive drainage and vegetative cover. The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active, and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. A firm fixed price construction contract is anticipated under Sealed Bidding procedures, FAR Part 14. A bid guarantee, in the amount of 20% of the bid, is required to be submitted with each bid. Sureties should use SF-24 Bid Bond form. Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required within 5 calendar days of award of contract. All necessary permits and land rights have been acquired. The solicitation package, construction drawings and specifications will be posted and available from this site on February 21. Bids will be due on Thursday, March 23, 2017 at 11:00 a.m. A site showing to review the site will be held on Thursday, March 9 at 10 a.m. Contractors should plan to meet at the Old Herbert Hoover High School - from I-79 take Exit 9 (Co. 43 Frame Road/Elkview), take a right on County Route 43 Frame Road and go 1.25 miles to a three-way stop. Take a left on to State Route 119 North for 5.8 miles, the high school is on the right. Coordinates 38.473326N, 81.396325W. Both Jordan Creek sites will be visted starting with Site 2. Performance time will be calendar 30 days Magnitude of proposed construction = $100,000 - $250,000
