Description
This notice is a combined synopsis/solicitation for commercial items/ services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This acquisition is being conducted under the authority of FAR 13.5, Simplified Procedures for Certain Commercial Items. This notice is issued as a Request for Quotations (RFQ) for X-ray Computed Tomography (CT) screening services for large (1 meter diameter) heatshield units made for manufacturing demonstration and testing, to certify that they were made without flaws. A Statement of Work document is posted with this RFQ. A set of evaluation factors and pricing template, Offeror's Response Template, for offerors to complete is also posted with this RFQ. Three dimensional model files in STL and STP file formats are available as supplemental materials upon email request to the Contracting Officer listed for this RFQ. The provisions and clauses in the RFQ are those in effect through FAC 2005-94/95. The NAICS Code and the small business size standard for this procurement are 541380 - Testing Laboratories, $15M. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Ames Research Center or other NASA Centers, as directed, is required in accordance with the Delivery Schedule listed in Section 8, and Section 3.5 of the attached Statement of Work. Offers for the services described above are due by the date and time indicated in the posting to the Contracting Officer, Marianne Shelley, via email to Marianne.Shelley@nasa.gov and must include a completed Offeror's Response Template posted with this solicitation, solicitation number, FOB destination to this Center, proposed delivery schedule or justification if it varies from the schedule in Section 8 of the Statement of Work, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1, Instructions to Offerors-Commercial Items (JAN 2017), which is incorporated by reference. FAR 52.212-4, Contract Terms and Conditions-Commercial Items (JAN 2017) is applicable. Addenda to FAR 52.212-4 are as follows: Submission of Invoices (ARC 52.232-90) (FEB 2017); 52.247-34 F.o.b. Destination (NOV 1991); 1852.215-84 Ombudsman (NOV 2011); 1852.225-70 Export Licenses (FEB 2000); 1852.237-73 Release of Sensitive Information (JUN 2005). All contractual and technical questions must be in writing (e-mail) to the Contracting Officer, Marianne.Shelley@nasa.gov not later than Monday February 27, 2017. Telephone questions will not be accepted. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements: Delivery shall also be considered. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3 (JAN 2017), Offeror Representations and Certifications - Commercial Items with their offer. Only complete paragraph (b) if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal. These representations and certifications will be incorporated by reference in any resultant contract. NASA Clause 1852.215-84 (NOV 2011), Ombudsman, is applicable. It is the offeror's responsibility to monitor this Federal Business Opportunities solicitation for any revisions.
