Description The U.S. Army Corps of Engineers, Japan District (JED) is providing a PRE-SOLICITATION Notice for an upcoming Design-Bid-Build (D-B-B) Construction Project titled: FY16 PAIP ZNRE164331 Improve Family Housing, Phase 7 Yokota Air Force Base, Japan. This announcement is NOT the solicitation but rather the notification for an upcoming solicitation as required by Federal Acquisition Regulation (FAR) 36.213-2. NOTICE: Only local sources will be considered under this solicitation. Local sources are sources (e.g. corporations, partnerships, or Joint Ventures [For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or, in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specified in this solicitation. Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contract. In addition, prior to award of the contract, offeror must be registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits to perform work required under this solicitation. PROJECT INFORMATION: Interior and exterior modernization and renovation of 53 housing units within 35 buildings. Six of the dwellings are four-plexes and the remainder of the units are single family dwelling units and are located in the North Area neighborhood. One unit is in the General Officer's Quarter neighborhood located in the main base. Includes utility upgrades and additions to meet current standards. Upgrades kitchens, bathrooms, reconfigure floor layout for increased functionality, and increases energy efficiency. Provide covered patios to units that currently do not exist and replace aging utilities. Includes asbestos/lead based paint removal. Project is required to provide modern and efficient housing units for senior military members and their dependents stationed at Yokota AB. Housing must be upgraded to meet current safety codes and to provide a comfortable and appealing living environment comparable to the off-base civilian community. All units shall comply with whole-house renovation standards. Renovated housing will provide modern kitchen, living room, family room, bedroom and bath configuration with ample interior and exterior storage. The units will also require air conditioning and fire sprinklers are required in the four-plex multi family buildings. Exterior utility improvements include removing and replacing aging water service lines and sewer laterals from the building line to water and sewer mains. Interior utility improvements will include removing and replacing sewer and water lines. New gas distribution system will be added to provide natural gas service to the 52 housing units located in the North Area neighborhood. The Government intends to issue a solicitation in March 2017. The magnitude of this project is between ¥2,500,000,000 Japanese Yen and ¥5,000,000,000 Japanese Yen. SOLICITATION INFORMATION: 1. Traditional hard copies of plans and specifications will not be available for this project. Solicitation documents, including amendments, will be posted in Federal Business Opportunities (FedBizOpps) webpage for interested parties to download. It is the responsibility of interested parties to check FedBizOpps as to whether the solicitation and/or amendment(s) have been issued. 2. Companies that have not submitted Bidders Mailing List Application to this office on or after April 2005 are requested to go to the U.S. Army Corps of Engineers, Japan Engineer District, Contracting Division website (http://www.poj.usace.army.mil/BusinessWithUs/GettingStarted.aspx) to download the Bidders Mailing List Application. Such companies shall be required to complete Bidders Mailing List Application and submit documents that show they are registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits required to perform the work required under this solicitation prior to or at the time of bid/proposal submittal.
