Synopsis UNITED STATES DEPARTMENT OF TRANSPORTATION (USDOT) NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION (NHTSA) Synopsis for Solicitation DTNH2217R00037 FMVSS No. 213, Child Restraint Systems, Dynamic Testing Services Introduction On January 1, 1981, the National Highway Traffic Safety Administration (NHTSA) issued Federal Motor Vehicle Safety Standard (FMVSS) No. 213, "Child Restraint Systems." FMVSS No. 213 was substantially amended on July 5, 1995 to add a greater array of sizes and weights of test dummies for use in compliance tests, and on September 1, 1999, to require that child restraints be equipped with means for attaching to a new independent anchorage system. On June 24, 2003, FMVSS No. 213 was amended to incorporate improved test dummies and test procedures, and to extend the standard to apply to children who weigh up to 65 lbs. On February 27, 2012, FMVSS No. 213 was amended to incorporate a 10-year-old test dummy and to extend the standard to apply to children who weight up to 80 lbs. FMVSS No. 213 sets forth the performance requirements for many types of child restraint systems. It includes the testing provisions which are necessary to determine whether a restraint system meets those performance requirements. The test provisions include a dynamic sled test which simulates a vehicle striking a fixed barrier in a frontal impact, and the Federal Aviation Administration(FAA) Inversion Test. The test provisions also include materials tests, and an inspection of the restraint system's features. The purpose of this contract is to procure testing services, inspection services, and reports so that the Government can determine whether child restraint systems comply with the requirements of FMVSS No. 213. Synopsis This synopsis, in accordance with FAR 5.203(a), issues a 15-day public notification prior to the issuance of a solicitation DTNH2217R00036. NHTSA intends to issue a solicitation for a Full and Open Competition for Testing and Inspection Services of the Child Restraint Systems in accordance with FMVSS) No. 213. Contract Type and Period of Performance NHTSA intends to award one Indefinite Delivery, Indefinite Quantity (IDIQ) contract whereby Firm Fixed Price Delivery Orders will be issued, in accordance with FAR16.504 and 16.505. The applicable NAICS code and size standard for this acquisition are as follows: 541380 (Testing Laboratories) and not greater than $15.0M The anticipated period of performance is one (1) two-year base period and one (1) three-year option period to be exercised at the discretion of the government. The maximum total period of performance will be for five (5) consecutive years if all options are exercised. NOTE: Contractors must be registered in the System for Award Management (SAM) database located at www.sam.gov in order to receive an award in response to the solicitation. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. This notice is published for informational purposes only and is not to be construed as a commitment by the Government. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. The anticipated award date is September 30, 2017. The solicitation will be issued on or about May 1, 2017.
