Description
DCSO-P intends to solicit and negoatiate on a sole source basis with Pitney Bowes Federal Systems of Washington Dc. under the authority of FAR 6.302 for the procurement of new equipment and software licenses, maintenance and mail meter rental capabilities for the following DLA Installation Support Field Sites: DLA Installation Support Columbus in Columbus, OH; DLA Installation Support Philadelphia in Philadelphia, PA; DLA Installation Support Richmond in Richmond, VA; DLA Installation Support San Joaquin in Tracy, CA; and DLA Installation Support Susquehanna in New Cumberland, PA. The period of performance of this acquisition will be a 12-month base period with one 12- month option period The requirement of this procurement action is to obtain all equipment, software licenses, meter rental, and maintenance services necessary for the accountability of all inbound mail and small packages and/or the processing of all outbound mail and small package shipments for the DLA Installation Support Field Sites indicated above. The contract shall contain all hardware equipment to meet this requirement and secure hosting services that meet federal security requirements as outlined in this statement of work, as well as a line item for procuring supplies on an open market basis. Reducing carrier charges and overhead costs are a key component of this procurement. The software requirement shall include rate shopping capability that enables the system to choose the most economical mail carrier and class for DLA approved carriers. There will be s pecific requirements for each site in each major category. Interested vendors may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Goverbment not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
