Description
This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334515 with a small business size standard of 750 employees. AFRL requires QTY- 1 2 GHZ generator with opt. 01, I/Q modulation, QTY-1 Precision current preamplifier, QTY- 1 Low-noise voltage preamplifier, QTY-1 Low-noise current preamplifier, QTY-1 200 MHz lock-in with rack mount The Government intends to negotiate a sole source contract with Stanford Research Systems. 1290-D Reamwood Avenue, Sunnyvale, California 94089 The Government has determined that no other source has commercial offerings that can meet this requirement. Low external electronic noise current amplifiers are required with an input noise of 5fA/sqrt(Hz) and a maximum bandwith of 1MHz. The low-noise voltage amplifiers provide the necessary input noise of 4nV/sqrt(Hz) as well as an input of 1MHz with variable gain from 1 to 50,000. An SRS signal generator was previously acquired and part of this order is to expand the set up based on that signal generator, acquiring these additional parts from SRS will result in the best compatibility to the existing equipment. Purchasing any other parts that are incompatible with the existing signal generator will result in a duplication of costs not expected to be recovered through competition. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 22 March 2017. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
