- NOTICE OF INTENT TO AWARD A BRAND NAME SOLE SOURCE CONTRACT NAVSUP Fleet Logistic Center San Diego (FLCSD) intends to negotiate and award on a sole source basis to GRUBER POWER SERVICES. The Government has a need to procure battery removal, installation, and disposal for the large scale Uninterruptable Power Supply (UPS) that supports Distributed Synthetic and Operational training. This requirement is for commercial items prepared using Simplified Acquisition Procedures under the FAR 13.302-1, as supplemented with the additional information included in this notice. Gruber Power Services is the sole provider that maintains several of the UPS that supports the mission to train the Fleet, Joint Services, and Coalition Forces. No other third party vendor is authorized to recertify the batteries due to proprietary information. The Small Business Office concurs with the set-aside decision. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. FOB Destination applies. Lead time is 5 weeks. In accordance with FAR 5.102(a) (6), the required justification and approval documentation is attached (See Note 22). This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 09:00 AM PST, 28 February 2017 via email to Angelina.pinahardin@navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
