Sources Sought Figure 1 - Poplar Island Expansion Title: POPLAR ISLAND LATERAL EXPANSION CONTRACT 2 - TALBOT COUNTY, MARYLAND W912DR-17-N-0011 THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATIONS OR BIDS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The U.S. Army Corps of Engineers, Baltimore District, requests CAPABILITY STATEMENTS FROM ALL QUALIFIED AND INTERESTED PARTIES FROM Small Business (SB) Firms, Certified 8(a) Firms, Certified Historically Underutilized Business Zone (HubZone) Firms, and Service-Disabled Veteran-Owned Small Businesses (SDVOSB, and Women Owned Small Businesses (WOSB). The U.S. Army Corps of Engineers, Baltimore District has been tasked to solicit and award a firm-fixed-price construction contract to begin construction on the lateral expansion of Poplar Island, Maryland. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. The NAICS code for this acquisition is 237990 - Other Heavy and Civil Engineering Construction; with a size standard of $36,500,000.00 and a magnitude of construction between $25,000,000.00 and $100,000,000.00. The Government intends to solicit an Invitation for Bid for a Design-Bid-Build Construction Contract to begin construction on the lateral expansion of Poplar Island. This is a construction contract only and does not include any design work by the contractor. Poplar Island is located in the Chesapeake Bay between Jefferson and Coaches Islands, and is approximately 20 minutes (by boat) northwest of Tilghman Island. All expansion construction work will take place in open water off the north end of existing Poplar Island (see shaded areas on the attached Figure 1). Lateral Contract 2 work consists of dike construction. Dike construction of wetland cells 8, 9 and 10 will be accomplished by hydraulic or mechanical placement using material from designated stockpile areas. Work includes placement of a sandy material in the water, placement of armor stone, underlayer stone, quarry run stone and other smaller various stone sizes, geotextile fabric, seeding, and erosion and sediment controls. The contractor must supply all necessary utilities, transportation and sediment and erosion controls to construct this project. Construction duration will be approximately 400 calendar days. Prior experience with construction of ranges of similar scope will be required. Prior Government contract work is not required for submitting a response under this sources sought notice. Offeror's response to this notice shall be limited to 10 pages and shall include the following information: 1) Firm's name, address, point of contact, cage code, phone number, and e-mail address; 2) Firm's interest in submitting a bid in response to the solicitation when it is issued; 3) Provide example of at least one project similar to the scope described above that was greater than $20 million in magnitude. Include the point of contact information for examples provided, as past performance on indicated projects may be verified. 4) Firm's type of business (SB, SDVOSD ect.); 5) A letter from your bonding company stating the firm's single project and aggregate project bonding capability. Interested price bidders shall respond to the Sources Sought Synopsis no later than 11:00 AM (EST) on March 8, 2017. All interested contractors must be registered in the System for Award Management (SAM) to be eligible for award of Government contracts.
