Description
Aircraft Generator Test Stands (AGTS) Background This is a Request for Information (RFI) only. This is not a solicitation announcement for proposals, there is no solicitation package available and no contract will be awarded as a result of this announcement. This request for information does not commit the government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this request for information nor will the Government compensate the respondent for any cost incurred in developing the information for the Government. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Respondents are notified that a formal solicitation may not necessarily result from the RFI. Availability of any formal solicitation may be announced under a separate Federal Business Opportunities announcement. The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst is seeking information from industry that will assist in determining an acquisition strategy for a quantity of 31 Aircraft Generator Test Stands (AGTS). The AGTS will be used to test and troubleshoot aircraft Alternating Cycle, Constant Frequency, Variable Frequency, Constant Speed Drive, Integrated Drive, and Direct Current Starter/Generators. The test stand shall provide the capability to supply the mechanical drive and electrical loading necessary to facilitate the complete end to end testing of U.S. Naval Aircraft power generation equipment including the following: F/A-18A-F, EA-18G, E-2C/D, AH-1W/Z, ALQ-99, AV-8B/TAV-8B, C-2, CH-53/MH-53, F-35, H-60, KC-130J/C-130J, P-3, P-8, T-45, and V-22. The AGTS will be installed aboard Aircraft Carriers, Marine Mobile Maintenance Facilities, and land based aircraft maintenance facilities. The AGTS shall provide resistive, reactive (lagging and leading), pulsed and constant power loading of aircraft power generating equipment. The AGTS shall provide low and high speed drive flanges with maximum rpm's of 13,200 and 33,000 respectively. The AGTS shall be capable of 150% and 200% overload for 5 minutes and 5 seconds respectively. The AGTS shall meet the requirements for electrical power systems in accordance with MIL-STD-1399-300B, Table 1, for Type 1 Power. The AGTS shall operate continuously in the temperature range of 32F to 110F. The AGTS shall withstand storage temperature conditions ranging from -40F to 160F. The systems shall use an open architecture test environment with administrator level access to create, modify and remove test program at the discretion of NAWCAD Lakehurst. The AGTS shall meet the relevant requirements, at a minimum, of the following military standards: MIL-S-901D SHOCK TESTS (HIGH-IMPACT) SHIPBOARD MACHINERY & EQUIPMENT MIL-STD-167-1/REV A MECHANICAL VIBRATIONS OF SHIPBOARD EQUIPMENT MIL-STD-461F CONTROL OF ELECTROMAGNETIC INTERFERENCE MIL-STD-810G ENVIRONMENTAL ENGINEERING CONSIDERATIONS MIL-STD-1310H ELECTROMAGNETIC COMPATIBILITY AND SAFETY MIL-STD-1399-300B INTERFACE STANDARD FOR SHIPBOARD SYSTEMS MIL-STD-1472G HUMAN ENGINEERING MIL-STD-1839D CALIBRATION AND MEASUREMENT All interested parties should provide: - Rough Orders of Magnitude (ROM) on any currently available product that meets the Navy's requirements - Current engineering, manufacturing, and software development capabilities - Advise of any current licensing agreements your company has with any generator and/or aircraft manufacturers. (e.g. GE, Hamilton-Sundstrand, Boeing, etc.). - Provide Information on history of generator testing and any prior experience with the Government or requirements listed within this document. Please include a point of contact, phone number, e-mail address, website information and CAGE Code. The Navy intends to hold an industry day at a later date to familiarize potential offerors with the peculiarities of the shipboard environment and installation. This event will allow offerors to see the legacy equipment installed in its operational setting. General Guidelines How to Respond: Responses to this RFI should be submitted via email to Keith Welge at keith.welge@navy.mil, no later than (30) days from the date of this posting. The Government may elect not to discuss submissions received in response to this RFI with individual responders. There is no requirement to respond to the RFI in order to be eligible to propose on the planned RFP. However, the Government places tremendous value on the information received and may utilize it to finalize its acquisition strategy. DISCLAIMER The Government does not intend to award a contract on the basis of this RFI. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e) responses to this notice are not offers and cannot be accepted by the Government to form a binding contract/agreement. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. Responses to this RFI will not be returned. Respondents will not be notified of the results of the review. NO FORMAL SOLICITATION EXISTS AT THIS TIME.
