- Description
- The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of the NOAA Fisheries Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS) Northeast Fisheries Science Center for Janitorial Services for NEFSC James J. Howard Marine Science Laboratory, located on the New Jersey shore at Sandy Hook. The Northeast Fisheries Science Center (NEFSC) is seeking a vendor to provide Janitorial services for approximately 77,323 Gross Square Feet of buildings, laboratories and offices occupied by approximately 42 permanent staff and 29 seasonal/temporary staff. There are two (2) buildings, the JJ Howard Laboratory Main Building and Building 74. Both buildings are located at 74 Magruder Road, Sandy Hook Highlands, NJ 07732. The total area to be serviced is approximately 40,697 Square Feet (SF). This requirement is expected to result in a single award Firm-Fixed-Price contract. The period of performance of this Contract is for a base period and four (4) one-year Option Years.sixteen months. This is a 100% Service-Disabled Veteran-Owned Small Business Set-aside. The applicable NAICS Code is 561720-Janitorial Services, which has a corresponding size standard of $18 million. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and FAR Subpart 13.5, Test Program For Certain Commercial Items. The Award will be made to the quoter whose quote meets all solicitation requirements and is judged to be the best value, by an integrated assessment of price and other evaluation factors listed in the Request for Quotation (RFQ). The anticipated award date is April 2017. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFQ, Statement of Work, and all subsequent amendments. To be eligible for award, quoters must be registered in the System for Award Management (SAM) database at www.sam.gov; quoters must also obtain a Data Universal Numbering System (DUNS) number and provide it with the quote. All responsible sources may submit a quote, which shall be considered by the agency.
