Description
NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (ERAD), Norfolk Office, using the procedures set forth in FAR Part 13, intends to award a sole source firm-fixed price contract for the procurement and subsequent integration of conference video wall system components with the existing Cinemassive video system for the operational requirements of the NOAA Office of Marine and Aviation Operations (OMAO), Aircraft Operations Center (AOC). NOAA/OMAO/AOC is required to relocate their command from MacDill Air Force Base to Lakeland Linder Regional Airport by June 30, 2017, with the relocation process beginning on May 1, 2017. The Cinemassive video system currently used by AOC will be relocated to the new facility, but operational and mission requirements necessitate the need for additional video wall system components to be integrated into the current Cinemassive system. Additionally, the video wall system components must be procured, delivered, and fully integrated into to existing Cinemassive system at the relocated AOC before May 1, 2017; hence, time is of the essence as much of the video components have an 8 to 12 week lead-time. The North American Industry Classification Code (NAICS) for this acquisition is 334310, Audio and Video Equipment Manufacturing, with a business size standard 750 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 12:00 PM EST on February 24, 2017. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to James Rall at james.rall@noaa.gov by 12:00 PM EST on February 24, 2017.
