Page 1 of 1 The purpose of this amendment is to, extend RFP due date, provide Questions and Answers (see attached document), and provide Request for Proposal (RFP) Amendment A00001 (see attached document, VA118-17-R-1848 A00001 and Attachment 002 - Price Schedule 2-21-17). This is a combined Synopsis/Solicitation for Commercial services in accordance with Federal Acquisition Regulations (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. This solicitation is issued as a Request for Proposal (RFP); the solicitation number is VA118-17-R-1848 (see attached document: Synopsis_Solicitation_VA118-17-R-1848). Type of Contract: Firm Fixed Price The Department of Veterans Affairs (VA) Office of Acquisition Operations, Technology Acquisition Center, located at 23 Christopher Way, Eatontown, NJ, intends to issue a full and open solicitation for an existing commercially available, off-the-shelf online patient self-scheduling system. On December 16, 2016 House Resolution 4352 (Public Law (PL) 114-286), Faster Care for Veterans Act of 2016 was enacted directing the VA to carry out a pilot program in not less than three Veterans Integrated Services Networks (VISN) to evaluate the capability of an existing commercially available, off-the-shelf online patient self-scheduling system to schedule and confirm medical appointments in accordance with the seven congressionally mandated requirements at Section 3(a). PL 114-286 requires an existing commercially available system that provides Veterans the ability to use an Internet website and mobile application to schedule and confirm medical appointments at VA medical facilities. The solution shall provide the capability to run on the operating system of a cellular telephone, tablet computer, or similar portable computing device that transmits data over a wireless connection. The seven congressionally mandated requirements are: 1. Capabilities to schedule, modify, and cancel appointments for primary care, specialty care, and mental health. 2. Capability to support appointments for the provision of health care regardless of whether such care is provided in person or through telehealth services. 3. Capability to view appointment availability in real time. 4. Capability to make available, in real time, appointments that were previously filled but later cancelled by other patients. 5. Capability to provide prompts or reminders to Veterans to schedule follow-up appointments. 6. Capability to be used 24 hours per day, 7 days per week. 7. Capability to integrate with the Veterans Health Information Systems and Technology Architecture (VistA) of the Department, or such successor information technology system. The North American Industrial Classification (NAICS) for this effort is 541512. This solicitation shall close on March 6, 2017 at 12:00pm EST.
