- THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institute of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a non-competitive sole source basis to Promega Corporation, 2800 Woods Hollow Road, Madison, Wisconsin 53711 to procure the following: Procurement: 1. Maxwell® RSC System, Item Number: AS4500, UOM: Each. 2. Maxwell® RSC simplyRNA Cells, Item Number: AS1390, UOM: Each. Background: The National Institutes of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Human Genome Research Institute (NHGRI) mission has expanded to encompass a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease. To that end NHGRI supports the development of resources and technology that will accelerate genome research and its application to human health. The National Institutes of Health Undiagnosed Disease Program (UDP) is a program designed to address the needs of persons with debilitating medical conditions for which no diagnosis has been found despite an extensive workup. The goals of the UDP include finding accurate diagnoses and discovering new diseases that provide insight into human physiology and genetics. The UDP was established to evaluate participants who have undiagnosed medical conditions. Participants in the program have generally received extensive diagnostic workups before traveling to the NIH and often have numerous and/or complex medical problems. As part of the experimentation process that in the UDP laboratory, routine gene expression studies are routinely performed. These studies utilize RNA that has been extracted from patient cells in the laboratory. Consistency is required for further experimentation and analysis in the laboratory. Objectives: The purpose of this acquisition is to obtain an automated Nucleic Acid Purification System to provide consistency in the RNA samples used for expression studies in the UDP laboratory. The NIH UDP Translational Laboratory requires the use of an automated Nucleic Acid Purification to perform consistent RNA purification to be used for downstream experiments in the laboratory. The Promega Maxwell RSC system can be used for RNA and DNA purification from many different sources with consistent and reliable results by using the kits supplied by Promega. Additionally, the Maxwell RSC system has a small footprint (13 x 13.5 x 11.8 inches) that will easily fit on the bench in the small UDP laboratory. Contractor's Requirement : The Maxwell RSC Nucleic Acid Purification System contains the following features that are necessary for the UDP laboratory: • Eliminates cross-contamination concerns associated with liquid handling platforms and kits; • Will allow the laboratory to purify DNA and RNA from tissues, cells, or fresh and frozen tissues with one machine; • Purifies both large and small sample sizes; • Does not require the use of beta-mercaptoethanol (BME) for sample preparation; • Purifies RNA for RT-PCR from low cell numbers; • Can process up to 16 samples in a single run; • Can extract DNA from Buffy Coat samples; • Uses prefilled reagent cartridges that minimizes contamination; and • Does not require a centrifugation step of lysate prior to performing automated purification. Period of Performance : Base Year: Upon Award up to 1-Month Regulatory Authority : This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source and is not expected to exceed the simplified acquisition threshold, only one responsible source and no other supplies or services will satisfy agency requirements. Statutory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Closing Statement : Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing, with a business size standard of 1,000. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-94,2005-95 (January 19, 2017). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by February 28, 2017 and must reference synopsis number HHS-NIH-NHLBI-CSB-(HG)-2017-083-DM by 7:30 a.m. Eastern Time, may be submitted to the National, Heart, Lung and Blood Institute, Office of Acquisition, COAC Services Branch, 6701 Rockledge Drive, Suite 6149, Bethesda, Maryland 20892-7902, Attention: Dorothy Maxwell.
