Description

PRESOLICITATION NOTICE - CONSOLIDATE CHAPLAIN SERVICES (541-16-523) THIS PROJECT IS 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB) ONLY The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 10 has a requirement for consolidating the Chaplain Services as part of the overall facility Masterplan and replace approximately 1,800 square feet of existing floor tile with new terrazzo. This project will take place at the Louis Stokes VA Medical Center Campus, 10701 East Boulevard, Cleveland, OH 44106-1702. The SDVOSB contractor shall furnish all labor, tools, equipment, materials, coordination and supervision to complete all work to include, but not limited to, the following: General construction, alterations, mechanical and electrical work, utility systems, necessary removal of existing structures and construction, and certain other items as shown on the drawings. The SDVOSB contractor shall adhere to all contractual requirements, to include: contract specifications and drawings; as well as Federal, State, and Local requirements. The solicitation will be 100% set aside for Service disabled Veteran Owned Small Business (SDVOSB).The SDVOSB must be a General Contractor company with an approved NAICS Code of 236220, Size Standard $36.5 million, and sufficient bonding capacity (100% payment and performance bonds required). The magnitude of construction cost for this project is between $250,000.00 and $500,000.00 with a completion period of 120 calendar days after receipt of notice to proceed. The project will need to be completed in multiple phases to best maintain functionality of the Medical Center. NOTICE TO PRIME (GENERAL) CONTRACTORS: Prior to and at the time of award the SDVOSB must be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM and be registered/certified as a SDVOSB firm on the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of the solicitation documents from FedBizOpps. By registering at FedBizOpps (http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in SAM and have a DUNS Number to download documents. By signing up for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by email of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. A Pre-Proposal conference will be held. Information regarding the site visit will be contained in the forthcoming solicitation, in the event one is issued. There will be a public bid opening. Information regarding the public bid opening will be contained in the forthcoming solicitation. The proposals will be evaluated and award made utilizing FAR Part 14.
