Description
NOAA's NMFS, Alaska Fisheries Science Center, Auke Bay Laboratories, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with University of Washington, under ABL-17048. The Alaska Fisheries Science Center (AFSC), National Marine Fisheries Service (NMFS), National Oceanic & Atmospheric Administration (NOAA), Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources. In 2003, NOAA Fisheries' Alaska Fisheries Science Center instituted a grass-roots "NOAA Science Camp." Since that time, we have worked collaboratively with other NOAA Line Offices at the Western Regional Campus to develop a highly regarded, rigorous summer science program which meets NOAA's education mission and promotes NOAA science in the community. NOAA Science Camp introduces middle-school-aged youth, high-school-aged junior leaders, undergraduate camp assistants, and graduate-level camp educators to the multi-disciplinary nature of NOAA research. In addition to its educational component, NOAA Science Camp has proven to be an effective professional development opportunity for NOAA scientists, as it develops science communication skills in addition to strengthening networking between NOAA offices and encouraging intra-agency collaboration, through direct scientist-camper engagement to show how National Oceanic and Atmospheric Administration (NOAA) research addresses environmental issues on both local and national scales. Description of Service Required: The Alaska Fisheries Science Center leads NOAA's efforts in putting on the annual NOAA Science Camp at the NOAA Western Regional Campus. NOAA has planned for three programs in 2017, each of which will use curriculum that is both created by, and will be provided by, NOAA scientists. The programs planned for 2017 include: •· a hands-on science camp for middle-school aged youth (two one-week sessions) •· a high school Junior leadership program (one two-week session) •· a middle school Remotely Operated Vehicle (ROV) workshop (one two-day workshop) NOAA requires a vendor to provide logistical support for these three programs. Specific tasks are laid out in the TASKS section below. The final deliverable of the contract is a report due to NOAA within two months of the conclusion of the last camp program. This report is an internal NOAA document which is used to report results from the camp, including: the number of campers; the number of scholarships provided to campers; summary of programming (the programming itself will be provided by NOAA staff); and photos of the camp. The report will be used by NOAA to report accomplishments and to help in assessing long-term accomplishments of the program in terms of progress towards achieving NOAA Education Strategic Plan objectives. The required logistics services are: •- provide a logistics manager •- administer an online camper registration system, as per NOAA specifications •o promote camper registration system to underserved communities and representative organizations in line with NOAA's emphasis on diversity (Goal 4 of NOAA's Education Strategic Plan) •- maintain the NOAA Science Camp website with up-to-date information provided by NOAA •- hire the logistical positions of Camp Director, Junior Leadership Program Director, and Camp Coordinator, and supervise their performance to provide non-science camp support (e.g. conducting roll of the campers, checking campers in and out, providing supervision during lunch and other breaks, taking photos during science activities, and coordinate any non-science activities during camper down-time) •- recruit and hire group leaders and assistants for the camp •- coordinate and provide two days of camp leader training •- provide human resources support for all summer camp employees •- maintain administrative records for contract staff •- provide information on camper evaluations on effectiveness of NOAA science curriculum •- coordinate with NOAA through the Alaska Fisheries Science Center's Communication Program to publicize the camp Unique Qualifications: University of Washington, Sea Grant collaborated with AFSC from 2004 through 2016 on severl NOAA offices to successfully conduct NOAA Science Camp program. University of Washington, Sea Grant has had the primary responsibility of coordinating camp logistics and provides payroll and human resources processing, as well as communication specialists to promote NOAA Science Camp. A critical need for the operation of NOAA Science Camp is specific knowledge of the organizational structure of the NOAA offices in NOAA Western Regional Center and in the Puget Sound Region, each office's mission, and how to implement hands-on activities to demonstrate each NOAA office's work. University of Washington, Sea Grant has a partnership with the NOAA Teacher At Sea program which essential for this service. Additional Critical skills needed to accomplish the tasks are: •- Must have specific knowledge of the organizational structure of NOAA offices in the NOAA Western Regional Center and in the Puget Sound region, each office's mission, and how to implement hands-on activities to demonstrate each NOAA office's work. •- Must have specific knowledge of the structure of NOAA Science Camp and its goals, history, and how its objectives align with NOAA education goals. •- Ability to provide significant in-kind resources to the project. •- Ability to recruit highly qualified local educational personnel as well as university students and hire them for short term (3-6 weeks) with low administrative overhead. •- Ability to recruit camp participants from underserved communities. •- Program evaluation capabilities. •- Communication resources (e.g., website, ability to create press releases, web stories, and other communications products). Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 13. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested person may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is the Government's belief that University of Washington can provide the items stated above. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements within 15 days of this post. No known potential alternate sources exist which could satisfy these requirement. Oral communications are not acceptable in response to this notice.
