- SYNOPSIS: The Defense Security Service (DSS) Center for Development of Security Excellence (CDSE) currently has a requirement for the acquisition of a candidate management system and test administration service to support the Security Professional Education Development (SPēD) Certification Program for Department of Defense (DoD) and Federal Security Professionals. This is a non-personal services requirement for the acquisition of life cycle candidate management and test administration services to support the SPēD Certification Program. Due to the high-stakes nature and the accreditation requirements and standards of managing a professional certification program, the Government requires the potential offeror to demonstrate three years' previous federal government, or DoD experience implementing and delivering over 50,000 high-stakes assessments. In addition, the potential offeror shall have a minimum three years' experience managing a candidate management system able to manage up to 125,000 candidate records. The potential offeror shall ensure all services conform to meet National Commission for Certifying Agencies (NCCA) standards. The offeror's Commercial Testing Systems shall be Commercial-Off-the-Shelf (COTS) candidate data management and remote testing service products compliant with DoD information systems standards, capable of upgrades and replacement. Based on market research and other analysis the SPēD Certification Program Commercial Testing System requirement will be solicited as a full and open competition on Federal Business Opportunities at www.fedbizopps.gov. The contract type is anticipated to be firm-fixed price (FFP). The potential offeror's facility will serve as the primary place of performance. The projected period of performance will consist of a 12-month base period (inclusive of a 60 day transition period) with four 12-month option periods. The North American Industry Classification System (NAICS) Code is 611710 with a size standard of $15 million. The anticipated date of award is June 19, 2017. This action will be solicited as a commercial item utilizing acquisition procedures under FAR Part 12. This is not a Request for Proposal (RFP). All terms, conditions, evaluation procedures, and instructions to offerors will be specified in an upcoming RFP that will be posted on www.fedbizopps.gov on or about March 20, 2017. All interested parties must be registered in the System Award Management www.sam.gov. It is the responsibility of the interested parties to independently review the referenced web link (www.fedbizopps.gov) frequently for updates to any and all documents. Potential offerors will be responsible for downloading the RFP and amendments once the RFP has been posted. Verbal questions will NOT be accepted. (No phone calls please.) DSS will respond to any question at its discretion and does not guarantee questions will be acknowledged or answered.
