Description
This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), National Centers for Environmental Health (NCEH), Division of Laboratory Science (DLS), intends to award a sole source firm-fixed price maintenance contract to Thermo Electron North America, LLC, 1400 N. Point Parkway, W. Palm Beach, FL 33407. The statutory authority for this sole source acquisition is 10 U.S.C. 2304(c)(1) in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 811219, Other Electronic And Precision Equipment Repair and Maintenance. The period of performance for this procurement is one 12-month base period and four 12-month option periods. The purpose of this procurement is for Thermo Electron North America, LLC to provide maintenance services for the Thermo Electron Mass Spectrometers. Thermo Electron North America, LLC is the sole manufacturer of the Thermo Electron Mass Spectrometers that need to be maintained. The Division of Laboratory Services utilizes a variety of mas spectrometers from Thermo Electron to accomplish its public health mission. These mass spectrometers are used in analyses performed for chemical terrorism/emergency response, and in research and development to establish new analytical methods for a broad variety of sample types. These instruments are used in mission critical research projects and analyses for DLS and it is crucial that they remain under a service agreement. The equipment list for this maintenance contract is an attachment to this synopsis. Thermo Electron North America, LLC is the only responsible source capable of meeting all of the Government's requirements because they are the original equipment manufacturer (OEM). Thermo Electron's service engineers are highly experienced with an understanding of the critical requirements in place due to the division's emergency response duties. Additionally, Thermo's engineers have been factory trained and certified for repairs and maintenance for Thermo's mass spectrometers. Thermo Electron has been proven to be knowledgeable, reliable and efficient regarding the installation, repair and maintenance of their Mass Spectrometers and associated equipment. Their field service representatives provide prompt responses to CDC's needs. Thermo provides on-site, dedicated engineers so that response is virtually immediate. They also maintain an on-site inventory of replacement parts and equipment in case of instrument failures. Thermo Electron North America, LLC is the only source available to provide the mission critical services required. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps.com. We will only issue a solicitation to Thermo Electron North America, LLC. However, all responsible sources who believe they can meet these requirements, may submit their capabilities and/or qualifications to Tonya S. Justice, Contract Specialist, via email to TJustice@cdc.gov, no later than 2:00pm eastern standard time on March 10, 2017. Reference solicitation number RFP #2017-N-18128 in the subject line of the email. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
