Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or Request for Quote/Proposal/Bid and no contract or purchase order will be awarded as a result of this notice. There is no solicitation or drawing available at this time. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. The Military Sealift Command (MSC) - Norfolk contracting office is seeking feedback from industry in regards to a change to contract growth terms and conditions for Government-Owned Government-Operated (GOGO) ship repair contracts conducted at Contractor owned facilities. The change would impact the point at which pre-negotiated labor, G&A, and profit rates would reach their ceilings and require renegotiation. Currently MSC ship repair contracts under the growth contract line item state the following terms and conditions: " CLIN 0002: Indicate the Fully-Burdened Labor Rate (FBLR) (e.g., General and Administrative (G&A), Profit, Supervision, and/or support functions) and the ODC Profit and G&A rate. These rates will be used in evaluating the contractor's proposal and shall be the rate for pricing changes negotiated under the H-3 Clause - AGR and H-4 Clause ODC, up to the maximum number of man-hours and ODC base specified herein." The proposed change to this language is as follows: " CLIN 0002: Indicate the Fully-Burdened Labor Rate (FBLR) (e.g., General and Administrative (G&A), Profit, Supervision, and/or support functions) and the ODC Profit and G&A rate. These rates will be used in evaluating the contractor's proposal and shall be the rate for pricing changes negotiated under the H-3 Clause - AGR and H-4 Clause ODC, up to the initial CLIN 0002 overall amount. The number of man-hours and ODC base are estimates and the actual distribution of man-hours and ODC may be higher or lower. Any additional AGR or ODC beyond the initial CLIN 0002 amount will be calculated using the contractor's established forward pricing rate unless otherwise negotiated." For example, if the contract reads: CLIN 0002 AGR - 10,000 man hours @ $40.00 per man-hour for a total of $400,000.00 ODC - Base $1,000,000.00 G&A Rate - 10% = $100,000.00 Profit Rate - 10% = $100,000.00 ODC Total = $1,200,000.00 CLIN 0002 Total = $1,600,000.00 Under the current structure, the prenegotiated AGR rate would expire after 10,000 man-hours expended and the prenegotiated ODC G&A and profit rates would expire after $1,200,000.00 expended. Under the new structure, the prenegotiated AGR and ODC rates would expire after $1,600,000.00 expended under CLIN 0002. All businesses including large businesses, Small businesses, Service-Disabled Veteran-Owned Small Business, Certified HUBZone and Certified Section 8(a) Small Businesses are encouraged to respond. This is a market research tool used to determine the practicality and impact of this proposed change. RESPONSES ARE DUE by 3 March 2017 at 4:00 PM Eastern Time.
