- Amendment 0002 provides additional Q&A. Please acknowledge this amendment on page 2 of the SF1442 of your proposal. Documents cannot currently be uploaded in FBO. Below is a summary of Amd 0002. SF-30 will be uploaded once FBO is fixed. Additional Q&A: 1. Can all Fire Suppression/Alarm Components be shut off during demo? Or will there be a need to leave some existing components in service, during demo, for safety reasons? Answer : New system should be already installed, tested, and on prior to demolition. Drawings (Sheet 4 of 5, FP103). Key Note #1. "....Phase demolition of existing Fire Alarm System to occur only after new Fire Alarm System has been installed and tested." 2. What is the outside diameter and/or circumference of the incoming water flange and incoming water pipe? Answer: See Drawings sheet 2 of 5. Note 1. And 2. 3. What is the Pump Rating (e.g. GPM Flow, PSI at Rated Flow) of the Water Supply from the Existing Pump House? Answer : Pump rating from pump house: 750gpm @ 100psi (frequency = 60Hz; Efficiency = 70.2%) 4. Specs mention Chlorination of the Overhead Piping. Is this indeed correct? And are there any existing Backflow Devices separating Fire Sprinklers from Domestic Piping? Answer : It is not clear which specification and/or chlorination information in which the question is referring. However, Specification 21 13 13 page 7, 3.05 Disinfection is correct. Backflow Device is located in the Pump House outside of the scope of this solicitation. 5. Related to question 4: Will there be required measurements for concentrations at multiple points or single points in the system? Who is required to witness this testing? Answer: Testing methods shall conform to contract drawings, specifications, and all applicable codes (i.e NFPA 25). Notify CO prior to any testing performed. Test are to be witness by all authorities having jurisdiction, and the Engineer. 6. Will the Forest Service be providing any/all inspections as well as permits (and applicable fees) for all aspects of the work for this Solicitation? Answer : No, The Contractor is responsible for all applicable inspections and permits. 7. Fire Sprinkler Fitters were not listed in the Wage Determination. Will Fire Sprinkler work be subject to Davis-Bacon minimum wages? Answer: See ‘Plumbing and Pipe fitters' listed in the Wage Determination. 8. Question: Is a copy of the bond (emailed with our bid) acceptable? Or are you requiring the actual physical original bond document be submitted? Answer: We will accept an electronic copy of the bid guarantee with the proposal, but will need the hard copy mailed to the Contracting Officer before an award decision is made. 9. Are you requiring that a Quality Control Officer and/or Superintendent be present at all times? Or do the Contractors performing the work qualify as Trained Personnel, in relation to management and executing quality-assurance and quality-control? Answer: We are not dictating your Quality Control process. That is why we are asking for your quality control plan to be evaluated. 10. If at all possible, can a picture of the Existing Fire Department Connection/Piping be taken and included with the answers to the above questions? Answer: Only an exterior photo is available. Will be uploaded with FBO is fixed.. See Amendement 0001 documents for changes to the RFP and Q&A from Site Visit. Please acknowledge this amendment on page 2 of the SF1442 of your proposal. THIS IS THE OFFICIAL REQUEST FOR PROPOSAL. Work will be completed Fall 2017. A site visit is HAS BEEN RESCHEDULED for: February 7, 2017 2:00 pm Redmond Air Center The government estimate is between $100,000 and $250,000 This project includes all labor, materials, equipment, supplies, supervision and incidentals necessary for the demolition and replacement of the existing Fire Sprinkler and Alarm System in the US Forest Service Fire Cache at the Redmond Air Center. This project is located at the Redmond Air Center, adjacent to the Redmond Airport in Redmond, Oregon. 1740 SE Ochoco Way, Redmond, OR 97756. This requirement is a Small Business set-aside, with the intent to award a Firm-Fixed Price Contract. One (1) award will be made, in accordance with the acquisition procedures established in FAR 15. Notice to Potential Offerors: NOTE 1 : All prospective contractors must be registered in the System for Award Management (SAM) database at http://www.sam/gov/ before award of contract; failure to register in the SAM database may cause your firm to be ineligible for the award and removed from consideration. NOTE 2: Notice to Offerors: Funds are NOT presently available for this effort. The Government reserves the right to cancel, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse a Offeror for any costs.
